The Procurement Agent is responsible for managing the full lifecycle of procurement processes for both federal and commercial business lines, including emergency response, construction, environmental services, and consulting projects, both CONUS (Continental United States) and OCONUS (Outside Continental United States). This role will require a strong understanding of procurement regulations, effective communication, and the ability to navigate complex contract requirements. APTIM is seeking a candidate with at least 5-7 years of subcontracting and procurement experience in a government or commercial contracting environment to review, negotiate, and administer business aspects, terms, conditions and risk mitigation of client contracts and subcontracts for business line/unit, branch office, and/or program office.

Key Responsibilities:
Source & on-board new vendors to meet customer and company needs.
Review government and commercial RFPs, teaming agreements, contracts, change orders and other legally binding documents.
Develop and issue Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and other procurement documents.
Lead negotiations with Vendors to establish terms and conditions and pricing to ensure best value and compliance for the customer and the company.
Coordinate with project management and other stakeholders to identify subcontracting and procurement needs for emergency response and other urgent projects.
Coordinate review of Proposals, Terms and Conditions, Change Requests, Invoices, and other internal and external deliverables with Legal, Operations, Finance, Accounts Payable, and Senior Supply Chain Management.
Obtain Certificates of Insurance and Payment and Performance Bonds, as required.
Provide support as requested in areas of contract close-out, indirect rate adjustments, federal government audits, proposal preparation, etc.
Issues purchase orders & subcontract orders for materials and services in accordance with company, customer, and federal policies and regulations.
Ensures all purchase orders are complete and reference all necessary conditions and deliverables, including signatures, marking, packaging, payment, documentation, and shipment details.
Perform Certified Payroll and Wage Determination reviews in accordance with Department of Labor and FAR requirements.
Manage vendor performance, ensuring adherence to contractual obligations, timelines, and quality standards.
Identifies problems and discrepancies that may occur and assists in implementing corrective action.
Act as a liaison between internal teams and vendors, fostering strong working relationships to ensure project success.
Ensures work is being coordinated between other departments, offices, fabrication, and construction to meet project requirements.
Ensures effective management of procurement procedures as established in company policies.
Coordinate with SBLO and Project Management to manage and achieve small business goals.
Analyze supply chain processes and recommend improvements to enhance efficiency and effectiveness.
Stay informed of industry trends, regulations, and best practices to ensure the company remains competitive and knowledgeable of supply chain requirements.
Facilitate quick turnaround times for procurement processes in high-pressure situations such as APTIM's Emergency Management and Disaster Response as well as other Client Driven emergencies.
Working Conditions:
This position supports APTIM's Emergency Management and Disaster Response Services.
Ability to work flexible hours, including non-standard and extended hours during missions, which may involve nights and weekends. While APTIM strives to promote work-life balance, there will be times when long shifts are necessary to execute mission requirements.
Expected to spend a significant portion of the day on phone and video calls, engaging with project teams, internal stakeholders, vendors, and customers as needed.
Ability to adjust quickly to changing priorities from internal and external clients.
Ability to manage multiple projects at the same time, requiring self-driven time and workload management.
Demonstrates a sense of urgency appropriate for emergency response work.
Ability to travel to project sites as needed, including with little notice.
Ability to travel for team meetings, usually once per year.
Ability to travel to support conferences and vendor meetings as needed, including with little notice.
Basic Qualifications:
Bachelor's degree in Business-related field desired. Will consider experience in lieu of college degree.
Prefer 5-7 years of subcontracting and procurement experience.
Experience with ERP systems (preferably JDE World but not a requirement)
Works independently with minimal guidance.
Working knowledge of the Federal Acquisition Regulation and related agency supplements, as well as fundamental commercial contracting principles.
Government, Services or Construction industry experience preferred.
