Summary This is position is for a Program Analyst within the Surgical Service. It is supervised by and reports to the Health System Specialist for Surgical Service. Surgical service is composed of 11 operative sub-specialty service lines and 2 non-operative sub-specialty service lines. Responsibilities Duties include, but may not be limited to the following: Program Analysis and Advisory Services The incumbent conducts conventional studies on particular clinical operational processes, issue topics or related special projects. The incumbent may be responsible for limited aspects of much larger projects. These studies may require subject expertise on national VA programs, study planning, statistical measurement, data analysis, and report preparation and development. When tasked with this type of project, serves as the responsible contact for leading these projects from initiation to completion and may be required to present the results to senior leadership. Uses standard reference materials to develop position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, medical school affiliate issues or interests that have significant clinical impacts, e.g., quality and safety concerns or involve coordination of multiple functional areas. Financial Management Assists service management in directing the monitoring and tracking of obligations and expenditures throughout the budget execution phase. Assists with verification that obligations and expenditures occur on a timely basis in accordance with the financial plan and regulatory controls, and are within amounts obligated. Reports variations in excess of accepted funding limitations and recommends corrective actions. Participates in decisions concerning revisions on projects due to increases or decreases in funds. Recommends adjustments to planned expenditures to satisfy highest priority needs or to meet unplanned emergency expenditures. Assists management with compilation, consolidates, analysis, and synthesizes the diverse program and administrative support requirements into a unified financial plan in consideration of needs and cost trends of payroll, travel, supplies, training, and related human resources and materials used to support technical programs. Human Resources Management Coordination Assists supervisor and management with human resources matters by assisting with coordination of organizational needs with human resources office requirements; helping to direct the initiation and processing of personnel actions; and facilitating the accomplishment of various human resources management programs. Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the acquisition, retention, motivation, development, and use of human resources. Works with servicing human resources office representatives to identify and resolve human resources needs and problems. Identifies and analyzes changes and trends in funding for human resources and material needs, human resources availability, and other administrative support matters; and provides management officials with alternative approaches. Identifies and researches problems in administrative and clerical support areas· including the distribution and changes in permanent, full time, part time, and temporary employees. Recommends changes in the structuring of work to justify position classification requirements and to optimize position management of administrative and clerical support work. Recommends action to improve employee morale, optimize the utilization of facilities and equipment, and to reduce costs based on historical data and data projection models. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Qualifications: You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes, but is not limited to: Plans and conducts complex analytical studies of health care delivery system including modeling and projection forecasting and organizational elements and works to identify problems and prioritize and deploy resources and provide administrative support, and management effectiveness. Assists with maintenance of proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Maintenance of office operations and overall systems flow through data analysis including telephone management, scheduling compliance and oversite including consult time lines, access reviews and recommendations correlated between the HAS and clinical services would be paramount. OR, Education: Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Preferred Experience: Program and clerical administrative experience in an office setting to include contracting experience.
