Finance Operations Manager
to assist in the financial activities of the Laboratory. Under the direct supervision of the Budget Officer, the selected professional will be responsible for providing financial guidance to the Mission Support organizations and various financial tasks/ projects within the Budget Office.Summary of Responsibilities:Under the supervision of the Budget Officer, the Finance Operations Manager provides expert-level technical and functional expertise in the areas of Budget Formulation, Budget Execution, Indirect Rate Development, and Financial Reporting and Analysis. The ideal candidate will collaborate with business owners to design, develop, and implement policies and processes across a range of financial business functions. This role also leads and reviews cross-functional team projects, facilitating business process improvements and ensuring alignment with organizational goals.Key Duties and Responsibilities:* Serve as the lead innovator for budget systems, processes, policies, and procedures to ensure compliance, efficiency, and capability.* Lead cross-functional teams in analyzing business requirements and implementing budget and accounting systems that meet growing organizational needs.* Act as the subject matter expert for the budget system, identifying improvement opportunities and providing system training to staff.* Assist in the development and implementation of rate management tools.* Prepare regular and ad-hoc financial reports for the Department of Energy (DOE) and senior laboratory management for planning and budget management.* Oversee and control modifications to Project Accounting Task Structures and Budgeting and Reporting (B&R) mapping.* Manage monthly contract funding modifications to ensure accurate inclusion in the appropriate B&R.* Represent the Budget Office on cross-functional teams.* Lead continuous improvement initiatives and strategic projects across business functions, utilizing lab best practices and industry methodologies.* Ensure business processes align with the lab's mission and strategic goals.* Collaborate with departments across the lab to improve business process management for Budget Formulation and Execution.* Mentor and guide finance teams to adopt best practices in budgeting and financial reporting.* Establish controls to ensure compliance with organizational policies.* Perform additional duties as assigned.* Abide by and ensure compliance with environmental, health, and safety regulations pertinent to this role.Minimum Required Education and Experience:* Bachelor's degree in Finance, Business Administration, Accounting, or a related field.* 5-7+ years of experience in process improvement or systems implementation across various business functions.Required Knowledge, Skills, and Abilities:* Expertise in one or more highly specialized functional disciplines related to finance and budgeting.* Ability to lead and influence staff in a matrixed environment.* Strong project management skills, with the ability to plan, schedule, and direct professional teams in project execution.* Proficiency with at least one end-user reporting tool and application system.* Excellent communication and interpersonal skills, with the ability to interface effectively with technical teams and senior leadership.* Commitment to working within a diverse workforce and supporting equity, diversity, and inclusion initiatives.Additional Information:* The Finance Operations Manager will contribute to the organization's mission by ensuring that business processes are efficient and compliant with regulations.* This role involves working collaboratively across departments to achieve financial goals and implement best practices.* The position requires adherence to environmental, health, and safety standards in all responsibilities.
