Position Summary:

Under limited supervision, administers and maintains all network and communication infrastructure equipment and software. Provide development, coordination, maintenance and utilization of a computerized case record and office automation system.

The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.

Essential Duties and Responsibilities:

Administers the network utilizing one or more TCP/IP or non-TCP/IP networkingprotocols and/or one or more UNIX-based and Microsoft based operating systems.

Configure, install and maintain all routers, switches, firewall and VPN.

Maintain security of LAN/WAN environment.

Evaluates and/or recommends purchases of computers, network hardware, peripheral equipment, and software; provides technical consulting services to department/organization regarding use of computers and networks to satisfy business needs.

Installs, configures, and maintains personal computers, networks, workstations, file servers, ethernet networks, network cabling, and other related equipment, devices, and systems; adds or upgrades and configures modems, disk drives, data acquisition boards, CD ROM units, printers, and related equipment.

Coordinates with vendors and with company personal in order to facilitate purchases, upgrades and repairs.

Performs and/or oversees software and application development, installation, and upgrades; maintains site licenses for department/organization.

Provides support in-person, email, and telephone information services.

Troubleshoots networks, systems, and applications to identify and correct malfunctions and other operational difficulties.

Maintains network on a 24/7 basis.

Serves as project manager for projects to ensure completion by deadline.

Responsible for the upkeep, maintenance and upgrade of computer hardware and software.

Develops and implements a computerized system to support the set-up, maintenance and upkeep of records utilizing Windows network and Access data base software.

Trains and assists staff with application software, and mentor staff on the capabilities and efficient use of computer system and upgrades.

Develops and maintains procedures and records for release of information that comply with the nation's policies and procedures as well as all applicable federal laws and regulations.

Establishes, maintains and updates data security control and clearances, which are appropriate to the users and protect the confidentiality of the records.

Establishes written policies and procedure and update as needed, for the staff covering the start-up, operation and error correction of and in the system.

Monitors hardware and software performance, troubleshoots and solves problems within the system documenting the activities on a monthly basis.

Advises management on improvements to the system or operating procedure.

Maintains regular backups of all information stored in the system and the proper storage and protection of this data.

Serves as the liaison to obtain a good relationship between vendors, and ensures the quality and cost- effective purchases of software and hardware.

Assures network functions meet end user needs of software access and usability.

Oversees the setup and implementation of new devices to be added to the network.

Assures the security of all servers and applications.

Perform other related duties as assigned.

Knowledge, Skills, and Abilities:

Knowledge of the Tohono O'odham culture, customs, and traditions.

Knowledge of applicable federal, state, tribal laws, regulations and requirements.

Knowledge of computer hardware and software and telecommunication systems.

Knowledge of current developments and technological trends in computer hardware and software.

Knowledge of a range of computer networking systems and languages.

Knowledge of available computing and/or network hardware and peripheral equipment.

Knowledge of federal copyright laws as they pertain to the use of computer software.

Knowledge of computer and/or network security systems, applications, procedures, and techniques.

Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint).

Skill in providing superior customer service to internal and external customers.

Ability to install, configure, and maintain personal computers, networks, and/or related hardware and software.

Ability to identify and resolve computer system malfunctions and operational problems.

Ability to provide technical guidance and training to end users.

Ability to communicate technical information to non-technical personnel.

Ability to perform preventive maintenance on computer hardware and software.

Ability to analyze and resolve computer problems.

Ability to determine computer problems and to coordinate hardware and/or software solutions.

Ability to work extended hours and various work schedules.

Minimum Qualifications:

Bachelor's Degree in Management Information System, Computer Science High School, or related field.

Two years of experience in network administration, records management, system set-up, operations and maintenance.

Or any combination of education from an accredited college or university in a related field and/or directly related experience at this level (6 years) in this occupation may substitute for the required education and experience.

Licenses, Certifications, Special Requirements:

Cisco Network Administrator Certification.

Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.

May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).

If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.

Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
