POSITION SUMMARY
The Program Manager is responsible for managing program work on a day-to-day basis and reviewing deliverables to ensure all requirements are met. PM will manage program communications across all stakeholders and levels of management. Report status to program sponsors and management as part of an effective communication strategy. This position will be in Arlington, VA, supporting the Department of Homeland Security (DHS) – Cybersecurity and Infrastructure Security Agency (CISA). The Program Manager must be proactive in informing the government of significant issues and be able to respond to and take corrective action to address these issues. Must proactively identify and recommend new approaches and provide leadership and guidance to support staff. Serves as liaison to stakeholders to ensure that the provision of services conforms to all contract specifications.
ESSENTIAL FUNCTIONS
Adheres to business practices and analyzes, evaluates, and implements systems or processes.
Exercises discretion and independent judgment on analyzing, planning, and/or implementing important program initiatives.
Demonstrates experience with management, manpower utilization, and supervision of employees (including subcontractors) in various labor categories and skills in projects similar to the statement of work requirements.
Ensures equality in determining qualifications, selections, assignments, training, promotions, discipline, and employee awards.
Cooperates in the development and Affirmative Action efforts or plans regarding staffing, motivation, and training to develop all employees.
Implements program plans and creates processes and metrics that ensure effective task execution, workload tracking, and quality assurance.
Actively participates in quality assurance through contract deliverables reviews and customer performance feedback.
Provides oversight of training and assessment of skill gaps.
Investigates customer complaints and deficiency reports and provides identification of causes to appropriate authorities.
Other duties as assigned.
JOB QUALIFICATIONS
Must have an active PMI Project Management Professional (PMP®) or PMI Program Management Professional (PMP®) Certification.
Bachelor’s degree in business management or related field with a minimum of seven (7) years of experience in administration directly related to task areas (Program Management and Correspondence Management) and a minimum of (3) years of demonstrated experience:
Developing schedules and formulating work plans
Creating long and short-term plans and milestones
Performing project quality control
Managing teams of 20+ personnel
Must have knowledge of various mission areas of CISA divisions and mission-enabling offices (MEO).
Must have demonstrated experience in
a quality assurance environment for multiple task areas.

Must have written and verbal communication skills, including experience in presenting material to senior Government officials.
Strong attention to detail, excellent organization skills, and ability to manage time effectively.

Required to undergo the government background investigation for employment suitability to obtain and maintain a government public trust clearance.
OTHER REQUIREMENTS
The work is primarily sedentary. Employee will have consistent and direct visual contact with a computer monitor. The work is performed in an office setting that is adequately lit and climate controlled.
