JOB DEFINITION:
The SAGE Pioneer Square Clinic Manager is responsible for overseeing the full scope of services for the Pioneer Square area SAGE program. The SAGE Pioneer Square Clinic Manager will ensure close coordination and collaboration with all external providers, as well as clinic management of 515 and 216 outpatient behavioral health clinical spaces.
The SAGE Pioneer Square Clinic Manager will provide routine administrative and clinical supervision to 3 Clinical Supervisors based in 515 and 216 and other staff as assigned; assure compliance with all local, state, and federal laws and relevant contract and procedure requirements associated with the operations within SAGE; teach and promote core DESC values; and participate in and provide training for staff essential to ensure the safety of the SAGE Program. This position includes administrative duties associated with planning, hiring, and quality assurance/improvement.
The PSQ Clinic Manager will have a key role in facilitating strong communication, collaboration, and healthcare integration between a multi-disciplinary team representing different organizations.
SAGE Development & Management:
Under the supervision of the SAGE Senior Program Manager, oversee day-to-day program operations of the Pioneer Square Clinics.
Provide direct supervision to (3) Clinical Supervisors and other assigned staff. Assure DESC & SAGE program values are adopted and fully incorporated by staff.
Conduct performance evaluations on a scheduled basis and maintain supporting documentation in confidential supervision and personnel files.
Oversee SAGE clinical documentation to assure that staff maintain current and complete clinical records, and that documentation complies with the agency’s clinical accountability policies and procedures and contract requirements.
Participate in quality assurance reviews when assigned.
Coordinate with other 216 and 515 clinical management and assist in maintaining supplies for staff and clients, clean and therapeutic environment, and keeping clinical spaces in top working condition through collaborating with the different DESC support departments.
Assure continuity of services with other DESC programs through an integrated service model.
Point person for day-to-day coordination and problem solving with partnering organizations, including: law enforcement, criminal justice, health care facilities including emergency rooms, psychiatric inpatient units, mental health and chemical dependency service agencies, primary care, and other human service organizations.
As a member of a multi-disciplinary team, provide multi-axial assessments, crisis intervention, stabilization, and meaningful engagement to unhoused adults referred to SAGE.
Mentor and train staff on conducting work within a harm reduction, trauma informed, and recovery framework.
Assure implementation of program development in congruence with principles of recovery-based services.
Assure that SAGE operates in compliance with contract, licensing, and relevant regulatory requirements.
Maintain strong knowledge of DESC personnel policies, program specific procedures and collective bargaining agreement. Assure compliance with all in coordination with QIM department.
Work with clinic Milieu Case Manager and Risk and Safety Manager to participate in verbal de-escalation and physical interventions in emergent situations and be willing and able to assist other staff as needed to maintain a safe and secure environment through crisis intervention drill trainings.

Clinic Planning:
Participate in Clinic project management by maintaining a project management work plan and ensuring the Clinic meets critical planning and operational milestones on time.
Collaborate with DESC’s property development team, and DESC clinical, medical, and administrative teams to support Clinic planning and development.
Collaborate with DESC staff to plan for joint Clinic operations and integrated services.
Coordinate with Kelley-Ross Pharmacy and engage pharmacy staff in integrated service and operations planning.
Serve as the primary point of contact for DESC employees, Kelley-Ross Pharmacy, and other third-party employees, vendors, and contractors to coordinate day-to-day clinic operations.
Coordinate Clinic tours, audits, and site visits necessary for DESC and Kelley-Ross Pharmacy to maintain their license or funding. Develop reports to fulfill Clinic contractual requirements.
Supervise DESC employees whose roles support Clinic operations.
Maintain a safe workplace for employees and clients by implementing the Clinic safety plan developed by DESC. Participate in verbal de-escalation and crisis interventions in emergent situations and be willing and able to assist other staff as needed to maintain a safe and secure environment.
Coordinate with DESC’s Information Services Department to maintain DESC’s internet system, server, phone system, and computer and phone hardware.
Coordinate with DESC’s Accounting Department to order Clinic supplies.
Coordinate with DESC’s Facilities Department to maintain building grounds, systems, utilities, and janitorial supplies. Provide building access (key card and brass key access) for authorized DESC employees, Kelley-Ross Pharmacy, and authorized third parties.
Clinic Administration and Compliance:
Collaborate with DESC and providers to update Clinic contracts and legal agreements, as needed. Support DESC leadership teams in developing a joint annual budget for the Clinic.
Collaborate with PSQ leadership to understand and maintain complementary policies and procedures for the Clinic. Ensure compliance with the provisions in DESC and the agency’s respective regulatory requirements.
Employee Training and Development:
Collaborate with DESC’s Manager of Staff Training and Development to develop regular staff training and development opportunities for Clinic staff to facilitate complementary and integrated service delivery and cross-team collaboration.
Support Integrated Service Delivery:
Facilitate regular meetings and collaboration with key clinical and medical staff to guide and support complementary and integrated service delivery at DESC.
Living Conditions:
All DESC clinical leaders are responsible for ensuring that their teams support their clients to achieve and maintain healthy living conditions as applicable. This may include participating in unit cleaning when the need arises.
Requirements
MINIMUM QUALIFICATIONS
Eligible for a Licensed AAC credential or any other superseding credential that meets RCW 71.05.020 requirements to act as a Mental Health Professional whose scope of practice includes independently conducting mental health assessments and making mental health diagnoses.
Master's degree in social work, psychology or other relevant behavioral science or Bachelor of Nursing degree with specialty in mental health.
Two or more years' experience in community based behavioral health services.
Experience working with adults experiencing homelessness, mental illness and/or substance use disorders.
Ability to work effectively with and demonstrate respect to people who may demonstrate significant behavioral symptoms.
Knowledge and experience with milieu management, de-escalation, and trauma informed care.
Interest in implementing new models of healthcare integration and willingness to be flexible, learn, and adapt as new models and partnerships evolve.
Excellent communication and collaboration skills with people receiving care and colleagues from a variety of backgrounds, including colleagues who work for DESC and colleagues who work for external organizations.
