Summary This vacancy is for a GS-0560-13, Budget Analyst located in the Department of Homeland Security, U.S. Coast Guard, Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Inspections & Compliance Directorate, Office of International & Domestic Port Security, Washington D.C. Responsibilities The work involves analytical, technical, and administrative duties in one or more phases of the budget administration process (budget formulation and justification, presentation and enactment, and execution). The work also involves contract administration and contractor oversight including technical knowledge of product(s) contractor produces. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop, recommend, and implement budgetary and financial policies at the Directorate, Office, and Division level. Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives Forecast long-range office and division-level funding needs (e.g., 3 to 5 years or more into the future); and develop timetables for obtaining needed funding for new or modified substantive government programs. Achieve and maintain certification as Contracting Officer's Representative (COR) and perform all functions thereunto including providing overall oversight and support of contracting requirements and contractor activity for the Maritime Security Risk Analysis Model (MSRAM) and any other tools and future risk models as may be developed. Provide program support and analysis for the Maritime Security Risk Analysis Model (MSRAM) plus other future risk analysis models developed by the Coast Guard and Department of Homeland Security. This is a Bargaining Unit position. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Applicants must meet all of the conditions below: - Develop budget estimates for funding requirements and then formulate, monitor, and report on a prioritized/structured budget based on that information; AND - Identify, analyze, present, and resolve budgetary problems utilizing automated budgetary systems; AND - Serve as a work group leader and as Contracting Officer Representative/supervisor of a contracted warehouse facility; AND - Perform a wide variety of budgetary formulation, analytical, and administrative functions that require application of many different and unrelated budgetary, financial, and analytical techniques and methods; AND - Develop and coordinate budget estimates, plans, justifications, special exhibits, and supplementary budget information for a wide range of appropriation budget submissions. There is no educational substitution at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
