Lead,

Systems Engineer

to lead the design and architecture of communications systems from a technical perspective and provide technical leadership for DoD programs. The Lead Systems Engineer is responsible for the life-cycle support of communications systems from conceptual development through product phase-out, including but not limited to architecture development, customer briefings, proposal writing, and customer requirements management. This will include technical documentation, technical project management, design oversight, prototype and production build and test support, integration, verification and qualification, system deployment support and in-house technical support during the operational life-cycle of the system.

Essential Functions:

Extensive experience in leading engineering teams in the development and sustainment of communications systemsStrong background in technical project management and lifecycle supportAbility to manage complex technical projects and provide technical leadershipExperience with proposal writing, customer briefings, and requirements managementKnowledge of EVMS, IMS, MPM, and related management toolsPreferred experience with SATCOM and Commercial Space Internet related programsFamiliarity with classified and strategic program environmentsStrong communication and interpersonal skillsLeads design synthesis and generation of supporting design documentation which includes technical specifications, Interface Control Documents, test plans and procedures, and test conformance to specifications through Verification Cross Reference Matrix (VCRM)Ensures technical performance, quality, and adherence to established policies and processesDevelops and presents project/program design reviews for both internal and external customer audiencesLeads or assists in project/program schedule and budget planning, subcontract control, risk managementLeads or assists in management over systems engineering team and other teams of functional design engineersParticipates in responses to customer Request For Information (RFI), Request For Proposal (RFP) and new business development pursuits, including on-site and off-site technical interchange meetings and technical capability demonstrationsRequired Qualifications:

Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experiencePreferred Additional Skills:

Minimum of 10 years directly related work experience in project/systems engineering, including requirements analysis, development of architecture and technical specifications, interface control documents, test plans and procedures.Active Secret clearance required, TS clearance preferredDemonstrated leadership experience in engineering development and/or program management, including leading development proposal effortsExceptional communication skills (both written and oral) and formal presentation skillsPersonnel management and building cohesive/collaborative teamsLeads technical management over systems engineering team and other teams of functional design engineers reporting to systems engineeringLeadership skills to guide the technical direction/vision for a given projectEnsures technical performance, quality, and adherence to schedule by all technical organizations associated with a given project/programLeads requirements analysis, requirements decomposition and assignment of requirements to appropriate functional areas of responsibility, and manages traceability of requirements back to customer specifications and system level derived requirementsUnderstanding of business development processes/lifecycle with an emphasis on capture, proposal planning, and developmentUnderstanding of wireless communication theory with working knowledge of digital design, RF design, mechanical design, network design, or software design of digital line-of-sight and satellite communication systemsPlanning and organization skills to support large programsExperience in risk management, project planning, and technical project managementHigh-level understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and the International Traffic in Arms Regulations (ITAR)Understanding of all aspects of DoD development and program lifecycle: Design, Implementation, Verification, Production, and SustainmentQualitative and quantitative risk analysis and management skillsIn-depth understanding of advanced communication systems in land, sea, air, and SATCOM applicationsWillingness to travel occasionally
