For more information on the Secret Service click here. Responsibilities The selectee will serve as a Program Manager (Acquisition) in the Office of the Chief Information Officer. Typical work assignments include: Providing authoritative interpretation, instructions, and guidance in all phases of the acquisition process to OCIO executives, subject matter experts, and management officials. Overseeing all elements of the CIO acquisition support staff to ensure IT acquisition strategies and plans are managed within the enterprise software tools. Reviewing, analyzing, and evaluating the cost, schedule, and performance aspects of current IT systems in coordination with other Secret Service offices for the purpose of determining whether the sharing of information system resources between these offices. Serving as a key participant in the development and management of Independent Government Cost Estimates (IGCE) for new projects/programs. Directing and managing the acquisition and procurement in the design, development, and delivery of systems acquired for OCIO that have been approved and funded for acquisition. For the GS-13 level: The incumbent requires a FAC-P/PM Entry-Level Certification or equivalent or the incumbent must be able to obtain FAC-P/PM Entry-Level within the first 12 months of assignment. For the GS-14 level: The incumbent requires a FAC-P/PM Mid-Level Certification with a core-plus IT Specialization or equivalent or the incumbent must be able to obtain Mid-Level Certification with a core-plus IT Specialization within 12 months from assignment to the position or promotion to this grade. This position requires to employee to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. The incumbent is required to complete annual ethics and procurement integrity training. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below GS-13: You qualify for the GS-13 level (starting salary $117,962.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Performing acquisition planning and procurement functions for IT systems to ensure compliance with relevant policies and procedures; Presenting recommendations to advise stakeholders on acquisition and procurement processes; and Monitoring program performance to identify actions to enhance efficiency and effectiveness. GS-14: You qualify for the GS-14 level (starting salary $139,395.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Consulting with senior level stakeholders to influence decision-making for acquisition and procurement program operations; Analyzing acquisition program requirements and policies to develop strategies for mitigating risks related to cost, schedule, and performance; and Implementing acquisition and procurement projects to achieve organizational objectives. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
