Minimum Qualifications Candidates must be a NYS retiree and have at least three years’ experience in a training position allocated to G-23 or above or at least five years of training facilitation experience in a New York State agency in a non-training title (e.g., former Human Resource Specialist 2 who facilitated New Employee Orientation and other HR-related trainings).Preferred qualifications include the following:- Excellent verbal, interpersonal, and written communication skills with all levels of the organization- Strong organizational, planning, follow-up, and multi-tasking skills.- Intermediate to advanced experience using Microsoft Office products, with the ability to learn new software applications- Experience in instructional design and curriculum developmentBe aware that public sector pensioners (e.g., NYS retirees) who accept temporary hourly positions work under the provisions of Section 212 of the NYS Retirement and Social Security Law and it is their responsibility to monitor their earnings and comply with Section 212 earning limitations. Retirees who are under the age of 65 on December 31, 2022 may earn up to the to the Section 212 earnings limit (currently $35,000 per calendar year) without impacting their pension benefits. There is no earnings limit for employees who are in the calendar year in which they turn 65, or older.
Duties Description The New York State (NYS) Office of Mental Health (OMH) is seeking retired NYS trainers to fill temporary/hourly Training Specialist 2, NS, positions in the Center for Human Resources Management, Bureau of Education & Workforce Development (BEWD). Incumbents will assist with delivery of a new program, Creating a Culture of Respect, which focuses on individual responsibility for creating a culture of respect in the workplace, is being rolled out to OMH employees statewide. The class will be delivered in-person to both OMH facilities and Central Office employees across the State. Specific duties to be performed may include, but are not limited to, the following:Serve as a program lead for the Creating the Culture of Respect training program.• Coordinate the logistics of the training, including scheduling, acquiring space, preparing materials, recordkeeping, and reporting.• Develop the pre-class survey and discussions with facility leadership – including, but not limited to, facility Executive Directors, Personnel Directors, Directors of Quality Management, and Chief Nursing Officers – to more fully understand the most critical issues facing each facility.• Clarify the various reporting channels for different types of issues, complaints, etc. so that it may be covered in each class and every employee will know what avenues are available to them in any given situation.• Facilitate the Creating a Culture of Respect training. Facilitation requires an advanced set of facilitation skills – focused advance preparation, objectivity, clear communication, active listening, fostering discussion, managing difficult conversations, and, most critically, establishing a psychologically safe environment for sharing. • Consult with and keep bureau leadership and program leads aware of status, issues, and potential problems.• Prepare reports, respond to inquiries regarding Creating the Culture of Respect training program.May assist and work as part of a team dedicated to the design and delivery of other various training programs to agency staff. • Attend the training of each of these courses as schedule permits.• Schedule and deliver training as assigned.• Collaborate with co-trainers to complete work related to assigned trainings. This may include arranging space, enhancing training materials, securing training materials, reserving/securing equipment, and recordkeeping. • Keep supervisor informed of status issues and concerns.• Keep records accurate, complete, and up to date.Statewide travel is required.
