MAJOR FUNCTIONS
This position is under the leadership and general guidance of the Director of Public Works. This is a responsible administrative, supervisory and technical position overseeing the Environmental Compliance Division for City compliance assurance programs. Programs include but are not limited to Cross Connection Control (CCC), Fats, Oil and Grease (FOG), Utility Cut & Cap and Florida Department of Environmental Protection (FDEP) duties as assigned for Sanitary Sewer Overflow (SSO) reporting, National Pollutant Discharge Elimination System (NPDES) Municipal Separate Stormwater System (MS4) program monitoring and American Waterworks Infrastructure Assessment (AWIA) filings. This is an office and field position requiring expertise in both areas of operations.
This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, ice storm, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES

Work directly with the leaders to ensure that the programs that fall under the direct purview of the Environmental Compliance Division are being executed with the intent of being firm, fair and consistent with City Ordinances already in place.Supervise and oversee requests for information and formal answers for FDEP consent orders.Oversee the FDEP National Pollution Discharge Elimination System (NPDES) - Municipal Separate Stormwater System (MS4) permitting and enforcement.Supervise and oversee FDEP copper and lead sampling of potable drinking water and prepare related reports for the FDEP.Supervise and oversee the EPA Risk and Resilience Assessment along with our Emergency Action Plan (EAP) to ensure compliance with the American Water Infrastructure Act (AWIA) in the event of a malevolent act of terrorism or sabotage to our drinking water system.Supervise and oversee SSO responses from Underground Utilities and/or Lift Station spills and supervise the cleanup actions taken so reporting can be done through the FDEP portal.Prepare quarterly audits as it pertains to FDEP SSO spill summary reports.Prepare and certify quarterly audits pertaining to FDEP F.A.C. 62-555.360 for the cross-connection control program.Monitor and allocate projects for FDEP Wastewater Consent Order as it relates to in-kind stipulated penalty offsets.Remain the point of contact "on-call" for any spill that could violate the City of Panama City's NPDES MS4 permit. These spills include wastewater, FOG, petroleum spills and any illicit discharges to the water.Train inspectors and inform administrative team members regarding the various inspection and reporting techniques.Update and maintain Standard Operating Procedures (SOP's) for consistency in daily operations.Acts as a liaison between City team members, departments, leadership, regulators and the general public.Prepare SSO reports to the FDEP, EPA and local Bay County Health Department personnel.Process purchase requisitions and invoices for the department and team members.Process calls and inquiries related to the cross-connection control, FOG and cut/cap programs that the division monitors including answer questions about letters that are sent regarding compliance, provide information on backflow devices and provide tester information.Make independent decisions with broad guidance from leadership relating to the purchase of supplies/equipment to support division needs.Distribute current information about division programs on the city website and to the public using brochures, banners and flyersCompose correspondence for the division.Conduct on-site cross connection control inspections for new residential and commercial construction sites.Coordinate work orders and inspection requests for cross connection control inspectors.Track the annual backflow testing requirements for all assemblies/devices within the City.Approve the installation of all backflow prevention assemblies/devices.Coordinate the cross-connection and backflow program, services and activities including inspecting and tests backflow devices; maintains records and files; prepare and submit reports.Serve as a lead worker and coordinate team members work schedule for backflow or FOG functions.Analyze backflow requirements for all cross connections.Review cross connection control ordinances and backflow manual for required updates.Sort, file and review all backflow assembly test reports; maintain all records.Oversee the composition of test notification letters for all utility customers.Verify compliance of private sector backflow testers before testing in the city.Assist in field work when dealing with SSO's, monitoring overflows, calculate overflow rates and times.Assist in field work when dealing with FOG inspections.Performing other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of municipal governmental, administrative practices and procedures.Ability to function in situations involving stress and critical decision making with time sensitive deadlines.Ability to establish and maintain a professional and courteous rapport with City officials, team members, businesses and the public.Possess strong verbal and written communication skills including the ability to effectively present information and respond to questions from elected officials, contractors, developers/landowners and the general public concerning FDEP regulations and requirements.Knowledgeable and ability to educate regarding codes and regulations.Ability to enforce code compliance in a fair and equitable manner.Ability to compose effective, professional, courteous and accurate correspondence addressing non-routine matters independently.Strong knowledge of the Florida Administrative Code as it pertains to the FOG and Cross Connection, NPDES stormwater permitting requirements, wastewater collection systems and lead/copper programs.Ability to learn and utilize third party and proprietary software in an independent manner.Strong skills in Microsoft products including Word, Excel, Outlook and PowerPoint.Strong independent problem-solving skills inclusive of multi-tasking abilities.Skills to compose, create and edit correspondence, documentation and reports.Ability to define problems, collect data, establish facts and draw valid conclusions.Ability to exercise independent and team cohesive decisions in accordance with policies, procedures and regulations.Possession of general office etiquette and ability to establish and maintain effective, cooperative and team focused working relationships.Ability to maintain a high degree of accuracy and thoroughness with reasonable speed.MINIMUM QUALIFICATIONS
Bachelor's Degree in Environmental Sciences or a related field.One (1) year experience working with water distribution and sanitary sewer systems or environmental field is desirable.Valid driver's license.Possess Personal Identification Number to FDEP portal & Backflow Tester Certification through AWWA (or ability to obtain within 60 days).Cross Connection Control Program Manager certificate through TREEO or ability to obtain within six (6) months.Fat Oils and Grease Management I certificate through FIPA for the FOG program or ability to obtain within six (6) months.Advanced Stormwater Inspector certificate or ability to obtain within six (6) months.Stormwater compliance inspection certificate, advanced Stormwater permit preparer and advanced SWPPP plan preparer or ability to obtain within six (6) months.A comparable amount of training or experience may be substituted for the minimum qualifications.
