Position Description
The Department of Defense (DoD) is seeking a highly skilled and experienced Budget Analyst to join our team at the Pentagon. In this senior role, you will be responsible for overseeing the formulation, management, and execution of the DoD budget, ensuring that fiscal strategies align with national defense objectives. This position plays a critical role in advising and guiding top-level defense officials, collaborating with key stakeholders, and ensuring the efficient and effective use of resources within the Department.
Position Duties/Responsibilities
Direct and Coordinate Budget Processes:
Oversee all phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process for complex defense programs that impact multiple components and agencies.
Financial Analysis and Strategy:
Analyze budgetary requirements, develop long-range financial plans, and recommend adjustments to ensure compliance with DoD policies and alignment with strategic goals.
Stakeholder Engagement:
Collaborate with senior officials across DoD, Office of Management and Budget (OMB), Congress, and international partners to support budget formulation, execution, and justification processes.
Congressional Relations:
Prepare, review, and present congressional justifications; serve as an expert witness before Congress as needed, defending the DoD's budget requests and strategies.
Program Monitoring and Reporting:
Continuously monitor program execution, ensuring that funds are being obligated and expended in accordance with congressional intent and Defense policies. Identify and resolve issues in budget execution.
Policy Development:
Provide guidance on the development and improvement of budgeting methods, assumptions, and policies. Ensure that all financial management activities are compliant with federal regulations and DoD Financial Management Certification Program requirements.
Auditability and Compliance:
Support the DoD's efforts to achieve auditability, investigating and addressing problem areas in budget execution, and ensuring adherence to fiscal authorities and policies.
Position Requirements:
Clearance:
Must be able to obtain and maintain a Top Secret/SCI Clearance.
Experience:
Extensive financial experience in one or more areas such as Military Personnel, Operation and Maintenance, Acquisition (Procurement and RDT&E), Military Construction, Family Housing, or International Programs supporting DoD activities.
Knowledge:
Expert knowledge of the Defense Planning, Programming, Budgeting, and Execution System (PPBES) and federal budgeting principles. Comprehensive understanding of DoD policies, congressional budget processes, and financial management regulations.
Skills:
Strong analytical skills, with the ability to interpret complex legislative and policy guidance. Excellent communication and presentation skills for engaging with senior officials and congressional staff.
Certifications:
This position requires a Level 3 Certification under the DoD Financial Management Certification Program within two years of entry on duty. Continuing education and training are required to maintain certification.
