The New Mexico Department of Health (NMDOH) is one of the executive branch agencies of the State of New Mexico. To ensure health equity, we work with our partners to promote health and well-being and improve health outcomes for all people in New Mexico. The Department consists of eight (8) Divisions which include the Public Health Division, Epidemiology & Response Division, Scientific Laboratory Division, Developmental Disabilities Supports Division, Division of Health Improvement (Health Facility & Certification), Administrative Services Division, Office of Facilities Management, and Medical Cannabis Division. The Office of Facilities Management oversees seven 24-7 facilities throughout the state that provide long-term, rehabilitative, behavioral health and drug treatment programs. Our primary responsibility is to assess, monitor and improve the health of New Mexicans. The Department provides a statewide system of Health Promotion and Community Health Improvement, Chronic Disease Prevention, Infectious Disease Prevention, Injury Prevention and other Public Health services. Prevention and early intervention strategies are implemented through the Department's local Public Health Offices and contracts with community providers. The health care system is strengthened through Department activities including contracted Primary and Rural Health care services, school-based health centers, Emergency Medical Services, Scientific Laboratory services, Vital Records and Health Statistics.

The Information Technology Services Division (ITSD) is responsible for managing and maintaining its technological infrastructure and systems. The primary role the department is to ensure that the organization¿s technology resources are utilized efficiently, securely, and in line with NMDOH goals and objectives as well as with Federal and State laws.
The Application Maintenance & Support Team is responsible for maintaining and supporting NM DOH software applications.
Why does the job exist?
This position functions as the IT Geographic Information Systems Specialist for Health Equity Data. Under general supervision, perform advanced spatial data analyses and develop Geographic Information Systems products including web-based and mobile-mapping applications using relevant programming languages.
How does it get done?
This position is performed by doing the following manages and maintains the Health Equity Data to include but not limited to the following GIS responsibilities:
-Lead the development of GIS oriented products, web, and mobile applications to meet user requirements.-Develop programming scripts and other automated processes to expedite routine data analyses and mapping functions.-Conduct data analyses utilizing GIS tools to clarify and communicate spatial relationships and present results in a clear, appropriate manner.¿Identify client requirements and then design, maintain, or enhance online, self-service GIS applications for clients to access information and perform data analysis.-Understanding of web and mobile device interface design and visual communication in the context of interactive web and mobile device map-oriented applications.-Collaborate with clients on data collection and analysis methods. Determine additional data and collection reporting requirements.-Review and ensure that data developed by and/or obtained by staff are accurate and documented using industry adopted metadata standards.-Prepare, provide, and update spatial data sets. Search literature and online sources for relevant data.-Design GIS training programs and coordinate technical support to GIS data and application users.-Provide organizational support and guidance regarding GIS vendor relationships, contracts, and procurements.-Apply understanding and awareness of GIS data, platform, software, and application trends.-Apply knowledge in the application development cycle from gathering user requirements to user acceptance.-Apply knowledge in scripting languages and relational databases applicable to GIS, spatial database, web and mobile mapping application development.-Apply knowledge in geospatial database (geodatabase) design in compliance with existing state and/or federal standards.-Load, configure, and test geospatial software and applications.-Apply knowledge in configuring GIS license managers and overseeing user permissions.-Read and interpret maps, engineering, and architectural drawings.-Apply cartographic aptitude with ability to complete basic mathematical and statistical calculations.-Apply knowledge of topologic data types, relationships, and database design strategies.-Apply knowledge in using cartographic projections, coordinate systems, map scales, and elevation models.-Program and use plotters, scanners, and printers where applicable.-Act as technical lead and direct the work of others or lead project efforts, including liaison with stakeholder groups.-Work independently and as part of a team.-Multi-task and manage deadlines.-Apply experience with industry standard computer programming language

Minimum Qualification
