Job Description:
The Senior Subcontracts Specialist is an essential member of the EW Subcontracts / Supply Chain Management team. The Subcontract Manager is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Senior Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction. The individual will be responsible for maintaining and fostering external supplier relations and building internal partnerships with key internal stakeholders.
Essential Functions:
Supply market analysis, solicitations, fact finding & source selection
Attention to detail; must be able to comprehend statements of work and hold suppliers accountable to the scope that is contracted
Management of multiple Purchase Orders and the cost, schedule, quality and technical requirements in them.
Ability to identify risk and creation of risk mitigation steps
Management and reporting of major subcontracts to leadership both internal and external
Ability to independently perform a price analysis, develop negotiation strategies and ability to lead key assigned supplier negotiations
Skilled in Terms and Conditions Negotiations
Extensive experience conducting fact-finds on proposals over the TINA threshold
Award and execute contracts and contract modifications.
Manage supplier performance and scorecards
Qualifications:
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Experience managing major subcontracts in support of government program(s)
Working knowledge of FAR/DFARs
Experience with multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
