Responsibilities:Supporting the total lifecycle of Ignite Digital Services' Government Wide AcquisitionContracts (GWACs), Subcontracts, Indefinite Delivery/ Indefinite Quantity (IDIQs), and task orders fromproposal stage to close outPreparing and negotiating federal contract documents including subcontract agreements, non-disclosure agreements (NDAs), and teaming agreementsAdhering to, complying with, and educating team on the Federal AcquisitionRegulation (FAR) and Defense FederalAcquisition Regulation (DFAR) provisionsAdvising management of contractual rights, obligations, and requirements and providing interpretation of terms and conditionsAnalyzing proposal and contract risks and proposing solutions for approvalEnsuring compliancewith Statements of Work (SOWs) and contract terms and conditionsMaintaining currency of new laws, regulations and contract trends to provide advice and guidance to management and project team on contractual mattersIdentifying, developing, and implementing new and revised company policy and procedures to ensure federal contractcomplianceDeveloping and implementinginternalcompliancereviews to ensure federal contractcomplianceSupporting capture management andproposalteams by providing guidance on Request forProposal(RFP) terms, conditions, and related documentationReviewing proposals forcomplianceWriting Subcontractor RFPs ensuring all flow down provisions are capturedActing as primary customer or subcontractor interface on contractual and subcontract mattersPerforming day to day contract and subcontract administration, as well as working with the customer, to resolve funding, invoice/payment, and deliverable acceptance issuesFacilitating review of contractual documents by other components of Atlas and acting as the central point for collection and resolution of all comments and concerns
Minimum Qualifications:Bachelor's degree required3+ years of federal contract experiencePreference for National Contract Management Associated (NCMA) Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM) designationIn-depth knowledge of the Federal AcquisitionRegulations (FAR) and DefenseAcquisition Regulations (DFARs)Experience managing Cost Plus, Time and Material (T&M), Firm Fixed Price Level of Effort (FPLOE) and Firm Fixed Price (FFP) government contracts and subcontracts including Government Wide Acquisition Contracts (GWACs), Indefinite Delivery/ Indefinite Quantity (IDIQs)Experience developing pricing and writing cost proposals for all contract typesExperience writing and managing Organizational Conflict of Interest (OCI) Mitigation PlansExperience writing and managing Small Business Subcontracting PlansFamiliarity with Cost AccountingStandards (CAS), developing Disclosure Statements, and navigating Defense ContractAuditAgency (DCAA)audits and Forward Pricing Rate Agreements and RecommendationsExperience reviewing cost proposals duringRFP processAbility to obtain a DoD Government Security Clearance is mandatory for this position*
