Job Summary

The Manager, Benefits and HRIS manages the hospital’s benefits and HRIS programs and activities, as well as the staff that support these functions. Ensures the hospital’s benefits programs are administered and managed in a fair, accurate and equitable manner consistent with plan designs for health, dental, short and long term disability, life insurance and optional voluntary benefit programs. Serves as a trusted advisor and internal consultant relative to benefit program administration, associated federal and state employment laws, HRIS administration and process improvement.

Core Job Responsibilities

Benefits Management:

Manages the overall plan administration of all hospital benefits programs including relationships with external suppliers for medical, dental, vision, life insurance, temporary disability, and wellness programs. Acts as an escalation point for issue resolution.

Leads benefit plans renewal, implementation, and contracting with new vendors. Develops specifications for new plans or modify existing plans to maintain company's competitive position in labor market, and obtain uniform benefits package for all company locations, where possible. Assists in the development and cost analysis of company bargaining proposals for employee benefits and analyze union benefits demands. Ensure benefit programs are aligned with employee interest and value.

Manages the hospital's annual enrollment process.

Oversees administration of leave of absence and disability programs (FMLA, Paid Family Leave, Covid leave and Workers Compensation). Provides education and guidance to management and employees.

With legal consultation, prepares and executes benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Instruct insurance carriers, trustees and other

administrative agencies outside the company to effect changes in benefits program. Ensures prompt and accurate compliance.

Manages the performance of benefit administrators/agents of record who perform or provide services on behalf of the hospitals benefit programs.

Manages the performance of the hospital's benefit programs to ensure programs are providing appropriate service and are operating within defined budget parameters.

Serves as an internal consultant relative to compensation and benefit program policies, procedures as well as federal and state employment laws.

Manages the organization's compliance with respect to employee requests for leave of absences consistent with policy and regulations. Collaborates with Employee Health teammates as needed. Assure company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act.

Recognizes emerging regulatory changes and benefits trends, analyzes implications and recommends appropriate actions.

Supports the development of metrics to evaluate benefits and plan experience and identify opportunities for improvement in benefits offerings.

HRIS Management:

Oversight for day to day processing of Human Resources data. Responsible for the integrity and accuracy of data, and the efficiency of HRIS related activities.

Responsible for creating, maintaining and presenting monthly HR reports and metrics.

Plays a key role in implementing HRIS systems and related upgrades

Serves as the key resource and provides ongoing communication or education to users relative to human resource software applications and utilization.

Evaluates systems to ensure the maximum use of software system capability.

Leadership:

With the Director, makes recommendations on employee hires, transfers, promotions, salary changes, disciplinary actions, terminations and similar actions. Resolves grievances and other personnel problems in a fair, timely and consistent manner also in partnership with HR leadership. Responsible for the completion of performance appraisals, coaching and feedback.

Ensures all staff have the tools, resources and training to work effectively. Proactively shares information as appropriate.

Performs other duties as assigned.

Education/Experience Requirements

REQUIRED:

Bachelor’s Degree in Business Administration, Healthcare Administration or a related field or equivalent experience.

5 years of experience in benefits, HRIS and/or compensation management.

2 years of supervisory experience.

Knowledge of benefits programs and applicable regulations.

Demonstrated leadership qualities e.g., job knowledge, professionalism and communication skills to lead, guide and motivate others.

Highly proficient with HRIS databases.

PREFERRED:

Master’s degree in Human Resources or related field.

Licensure/Certification Requirements

PREFERRED:

CBP or CEBS certification.
