Definition

Provides technical assistance, research, analysis, and guidance on a variety of matters related to City-owned real estate used in City operations: negotiates transactions and prepares leases, amendments, renewals and purchase contracts; drafts and monitors legislation; prepare correspondence, RFPs and RFQs; reviews and updates data in City’s lease, property inventory and deeds databases; manages and assists with the management and monitoring of City's risk management programs for property casualty, commercial general liability, boiler and machinery and aviation insurance coverage.

Desired Skills and Qualifications:

• 3-5 years of experience in Commercial Real Estate or Appraisal or combination thereof

• Above average verbal and written communication skills

• Significant experience with research of county auditor and recorder databases, and commercial listing and data services

• Strong knowledge & experience working in Microsoft Word, Excel, Access, and Outlook software programs

• Ability to work collegially with others

• Experience working in the public sector

• Experience in planning and managing allocation of office and building spaces

Duties include:

• Researching, compiling, and analyzing real estate data from multiple sources to determine current range of market rent or market value on assigned projects and preparing documentation of data researched to support the analysis.

• D eveloping due diligence information and obtaining quotes and reports for services such as appraisal, survey, and environmental investigation.

• N egotiating lease, purchase, and/or contract terms and conditions for agreements that meet the goals and the needs of the department, division, or program.

• Managing and administering leases to ensure tenant compliance with terms and acting as a liaison between the City and its landlords and tenants regarding all lease-related issues.

• Working in a professional manner and cooperatively with team members to meet goals.

• Responding effectively to requests for information and promptly resolving issues and complaints.

• Managing and coordinating multiple projects with changing conditions and shifts in direction moving them forward to timely completion.

Under direction, is responsible for coordinating all of the real estate activities involved with the acquisition, management, leasing, selling, redevelopment, and oversight of real property on behalf of the City; performs related tasks as required.

Examples of Work

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Manages real estate projects for the purpose of land redevelopment of properties in the City’s Land Bank program including economic and community redevelopment initiatives and the sale of these properties;

Develops policies and procedures related to the operation and administration of Land Bank properties for urban redevelopment; manages contracts to maintain, demolish, and repair Land Bank properties;

Conducts discussions with potential developers of Land Bank properties and explains property restrictions; discusses property proposals with developers, negotiates transaction terms, and maintains contact with developers to ensure project completion;

Manages and monitors the selection process of developers for the purchase of Land Bank property and coordinates projects with developers, public officials, neighborhood groups, and other City departments on the redevelopment of Land Bank properties;

Acquires, manages, leases, and sells property on behalf of the City;

Provides technical assistance, research, and analysis on matters related to City-owned real estate used in City operations;

Prepares and monitors legislation, contracts, leases, requests for proposals, invitations to bid, and correspondence related to real estate management, acquisition, sale, or lease of City-owned property, and coordinates with the City Attorney’s Office and Purchasing for necessary approvals;

Monitors the on-going leasing needs of City departments requiring commercial office, medical, or warehouse space outside of City-owned facilities; identifies, reviews, and inspects potential rental locations; negotiates lease terms, prepares draft documents for legal review, and oversees signature process;

Oversees lease contract administration to ensure compliance with lease contract terms;

Acts as the City’s liaison between landlords and tenants regarding all lease-related issues;

Manages database programs related to maintaining accurate inventory of City properties, leases, deeds, abstracts, title insurance, and other instruments of title on real property owned by the City;

Assists in the coordination and monitoring of the City’s risk management and insurance programs for casualty, commercial general liability, boiler and machinery, and aviation coverages;

Assists with all activities associated with determining space needs for City agencies;

Assembles, reviews, and verifies all documentation necessary for the sale of property, such as surveys, deeds, contracts, investigation reports, appraisals, titles, and justification of fair market value of property;

Oversees and participates in development research on all City-owned property; prepares market analysis and lease and sale comparable data to support the decision making process regarding the lease, sale, and acquisition of property on behalf of the City;

Coordinates due diligence activities for acquisition of real property such as acquiring property condition assessments, environmental assessments, engineering studies, zoning, and utility availability.

Minimum Qualifications

Possession of a bachelor's degree and five (5) years of experience in real estate management, acquisition, appraisal, or redevelopment. Substitution(s): A master's degree may be substituted for one (1) year of the required experience. A law degree may be substituted for two (2) years of the required experience.

Possession of a valid driver’s license.
