Key Responsibilities:
Manage all aspects of the contract to achieve successful cost, schedule, and performance.
Drives program development and management for mission critical, technologically complex programs across requirements capture and analysis, strategic and tactical planning, customer relationship and communications management, risk management/avoidance, schedule estimation and tracking, contract performance management, subcontract management, and quality assurance activities.
Leads development of program planning and execution approach; leads or supports, as required, conceptualization, development, review, and presentation of program planning and technical artifacts in order to support customer (senior level executives as well as operational management) understanding, buy-in, and decision making.
Conceptualizes the approach, develops materials, and presents major findings or recommendations to senior customer leadership to drive decision making.
Works in coordination with technical leads, technical staff, higher level program leadership, and financial manager to ensure technical progress and financial health.
Directs operations analysis team members and activities to capture program plans, organization, processes, and knowledge management structures.
Analyzes and creates or supports Estimate to Complete, Funds and Man-Hour Expenditure Report, or other financial reports as appropriate.
Ensure cross-discipline integration within the contract to meet Government needs.
Work to provide effective and efficient management of M.C. Dean’s and subcontractor partners’ efforts as required for the program.
Drives develop and directs maintenance of the Integrated Master Schedule (IMS) for the overall program.
Prepare program status reviews and other formal reviews to be presented to the Government Program Manager and/or Contracting Officer.
Identifies resource needs and allocation; assists with the recruitment and training of program staff – both direct and indirect.
Assist with ensuring compliance with all regulatory and administrative requirements imposed by the contract in coordination with the M.C. Dean contracts team.
Assist in the identification, capture, cost estimation, and proposal submission for evolving requirements associated with the overall program execution roadmap/strategic plan.
Track upcoming new projects, based on identified requirements, and efforts and ensure alignment to customer schedule expectations and critical suspense dates.
Work on a daily basis with the M.C. Dean personnel and subcontractor partners to manage the current and upcoming workflow, confirm deliverable submission, identify issues, and develop and execute mitigation strategies.
Support coordination of travel and deployment plans, working with Government, internal team and M.C. Dean service centers, if required.
Support higher level Program Manager in reporting to M.C. Dean division and corporate leadership as required.
Requirements:
Applicants selected will be subject to a government security investigation and may meet eligibility requirements, including U.S. Citizenship, for access to classified information; active TS/SCI w/ Polygraph clearance REQUIRED
Bachelor’s Degree; Computer Science, Engineering, Information Technology, Cybersecurity, Policy, or Security Related Discipline preferred.
Master’s Degree desirable.
Expertise with national security and cybersecurity concepts..
Minimum ten (10) years of demonstrated experience as a program manager or similar (e.g., Senior Lead, Director, etc.) managing large scale, highly visible, multi-year, complex initiatives related to national security.
At least eight (8) years of demonstrated experience in conducting strategic planning, requirements analysis, resource allocation, project costing, deliverables tracking, schedule and financial data monitoring, and reporting.
Experience with planning and executing across the DOMLPF spectrum to achieve comprehensive program implementation.
Experience conducting presentations and decision support activities with senior customer leadership, up through all levels of Executive and Flag Officer personnel.
Have a PMP certification, FAC-P/PM Entry Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 certification in Program Management.
Ability to travel (CONUS and OCONUS) up to 10% of the time.
Abilities:
Exposure to computer screens for an extended period of time.
Sitting for extended periods of time.
Reach by extending hands or arms in any direction.
Have finger dexterity in order to manipulate objects with fingers rather than whole hands or arms, for example, using a keyboard.
Listen to and understand information and ideas presented through spoken words and sentences.
