Senior Program Manager, Nuclear Technologies

The Senior Program Manager is responsible for managing CRDF Global activity on one or more significant programs, has supervisory experience as well as program or project management experience, and experience managing high-impact activities. The Senior Program Manager will translate conceptual policy ideas into actionable programs and projects, which includes work plan, resource and budget management. Under the supervision of the Director of Nonproliferation and Counterproliferation Programs in the Security Assistance Mission Area, the Senior Program Manager will manage the development and implementation of solutions in this space, including stakeholder and funder interaction and the technical, human resource, financial, and administrative aspects of the program portfolio to ensure that creative and relevant programs are developed, and implemented a manner consistent with CRDF Global and funder objectives.An entrepreneurial mindset is essential, as both technical expertise and managerial leadership are required to design the program, oversee execution, follow up on outcomes and recommendations of participants and partners, and forge new relationships with members of the regulatory, scientific and development community.Major Responsibilities:Manages a complex program portfolio with multiple programs with total value exceeding $10M annual revenue, including program planning, budgeting, funder reporting, and implementing a monitoring and evaluation planShapes the direction and functioning of new programs by developing new programming concepts to support safe and secure nuclear energy adoption and nonproliferation objectives globally; includes proposal writing and proposal budgeting tasksManages a high performance, matrixed and geographically dispersed team; supervises and develops direct reports and team members; oversees the recruitment, hiring and onboarding processes of staff; establishes work and development goals with staff; provides feedback on performance standards; ensures staff are compliant with CRDF Global policyCoordinates communication with funders, internal and external clients, and CRDF Global Board members and senior managementConducts stakeholder engagement and networking with external subject matter experts from the regulatory, development, academic and industry communitiesRepresents CRDF Global at external events such as scientific and business conferences, including leading delegations and makes presentations to educate others about programs; remains current on relevant program topicsOversees development of annual program plans and project plans in relation to the stated goals and contractual responsibilitiesAdvises program managers, project managers and funder representatives on programmatic and technical issuesProvides input on CRDF Global annual budget.Supports other programs and staff as requiredOther duties as assigned
QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:Master's degree in related field, Ph.D. degree preferred8+ years of work experience in a nuclear technology or nuclear policy field5+ years of supervisory or team management experienceStrong conceptual skills combined with the ability to take ambitious ideas and to break them into manageable, specific sets of objectives in order to plan and successfully implement creative, ambitious new projectsExcellent and effective written and oral communication skills, including the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizationsStrong diplomatic and negotiating skillsExperience in budget development and financial management and reportingMust be willing and able to travel internationally and domestically depending on program up to 20%U.S. work authorizationMust be eligible to obtain security clearance
Salary & Benefits: The base pay range for this position is $97,760 to $122,200. The determination of salaries in this job classification depend on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications and skills.
