Position Description This is a first-line supervisory level position in the professional Complaint Investigator series. Under supervision, the incumbent is responsible for conducting thorough complex, sensitive, and diverse investigations of complaints alleging a broad range of misconduct by sworn Police Officers. The incumbent is responsible for overseeing case intake, critically evaluating complaints, developing a comprehensive investigation plan, pursuing, and gathering relative and probative factual information from a variety of sources, analyzing the facts, reviewing and applying appropriate policies, and submitting comprehensive and objective written reports making recommendations on complaints in a timely manner, considering applicable statute of limitations and tolling provisions. Anticipated Salary: Anticipated starting salary range: $86,139.04-99,892.00 /annually, depending on qualifications. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. *This position is only available for current Civil Rights employees Job Duties and Responsibilities Oversee investigations into complaints against police officers, ensuring thoroughness and objectivity. Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the Office of Police Conduct Review (OPCR) Division. Supervise planning, development, and implementation of OPCR programs including development of standards, regulations and appraisal systems. Provide leadership in development and delivery of outreach and educational programs and materials. Hire, train, supervise, review and evaluate the work of OPCR investigators. Prepare and make presentations to groups, citizens, elected officials, staff, and act as a liaison regarding project/program OPCR activities. Supervise and participate in developing proposals, revision to rules, regulations, ordinances, and other formal documentation for the review and approval of elected officials, and other governing bodies. Provide OPCR staff supervision ensuring quality and efficiency of work efforts. Manage operational activities of the program or project, including record keeping, computer applications, grantor reporting, etc. Participate in and supervise others engaged in grant seeking and grant proposal development. Manage and maintain formal monitoring systems to ensure compliance with OPCR standards. Oversee the collection and organization of information for reports, case studies, and other documentation related to OPCR activities. Ensure compliance of city and state retention requirements for all documents related to investigations, outcomes, and trends in police conduct. Create and maintain standard operating procedures for all business lines within the OPCR division. Required Qualifications MINIMUM EDUCATION Bachelor's Degree in related discipline or equivalent. MINIMUM EXPERIENCE Three years performing duties similar to those described above. LICENSES / CERTIFICATIONS N/A SELECTION PROCESS The selection process will consist of a rating of relevant education and experience (100%). Knowledge, Skills and Abilities Good knowledge of public administration. Knowledge of supervisory techniques and the ability to effectively delegate work. Knowledge and ability to work with modern software (Microsoft Office, Electronic Land Management Systems ELMS, and other databases. Developed writing skills and knowledge of contract and grant proposal preparation. Ability to read and interpret official specifications, regulations, ordinances, etc. Good analytical skills. Strong verbal communication skills. Knowledge of budget development and management.
