Description
ECC is seeking a construction Program Manager for our pacific region. This position is primarily responsible for managing the activities of a large, primarily DoD construction program, to ensure that all ECC goals and objectives of the program and its projects are accomplished within prescribed time frame and funding parameters using good management of forecasting, planning, performance execution, and ultimately through client trust, alignment and satisfaction with our work product. Must be able to travel throughout the Pacific region.
Effectively oversee program operations standards for high quality internal and external client program standards.
Insure adequate client satisfaction with our operational execution especially in regard to change management and invoicing systems.Monitor and insure adequate net margins are being realized on the IDIQ task orders. Develop and assist in implementing corrective action plans with the operations managers where needed.Monitor project level performance for client price, scope, schedule and assist PGMs in increasing cost performance.Identifying new projects (within programs or stand-alone single opportunities) to pursueIdentifying new programs, markets and geographic areas to penetrate to maximize utilization of the program's contract(s)Insure adequate backlog in the program working with BD and operational groups to win the right workTake leadership role in proposal efforts where needed and appropriate.
Plan and manage activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parametersProvide team leadership, technical leadership, budgeting, scheduling and interface with customersManage all projects within the business line or program to ensure acceptable profit margins while meeting customer requirementsEfficiently manage program costs (direct and overhead) to maintain/optimize profitabilityMaintain open lines of communication with customers to ensure client concerns on performance and payments are resolvedReview project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of projectEstablish work plan and staffing for each phase of projectArrange for recruitment or assignment of project personnelConfer with project staff to outline work plan and to assign duties, responsibilities, and scope of authorityDirect and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budgetReview status reports prepared by project personnel and modify plans as requiredPrepare project reports for management, client, or othersConfer with project personnel to provide technical advice and to resolve problemsCoordinate project activities with activities of government agenciesEstablish, monitor, and revise departmental budget in accordance to Company policies and practicesCreate appropriate internal controls within the department to minimize risk and liabilityManage supervisory responsibilities in accordance with the organization's policies and applicable lawsIn addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this positionEnsure maximum Safety policies in all areas of responsibilitiesObtain maximum CCASS ratings for projectsMaintain and report program contract vehicle status and statisticsGrow and maintain key subcontractor relationships
Requirements
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulationsAbility to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general publicAbility to work with company cost tracking (EZ TRAC/ Cost Point) and accounting systemAbility to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometryAbility to apply concepts such as fractions, percentages, ratios, and proportions to practical situationsAbility to define problems, collect data, establish facts, and draw valid conclusionsAbility to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variablesProven ability to implement programs to address complex needs and problemsCapable of communicating with persuasiveness and exercise effective negotiation techniques as neededSkilled in interfacing with executive management to obtain support and required resourcesCompetent in using Microsoft Office products, email systems, and WindowsTen years experience working with government agencies (i.e. DoD, DOE)Five years successful project management experience with emphasis on management of costs, schedule, communication and application of other project resourcesEducation - This position requires a Bachelor's degree in engineering, construction management, geology, chemistry, or science discipline. Equivalent combination of education and experience may be substituted for this requirement.
Preferred Qualifications
OSHA construction safety or 40-hour OSHA HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher trainingExperience with cost tracking and accounting systems, such as EZ TRAC and Cost PointApplicable professional registration (e.g., PE, RA, CEM, etc.)
ECC targeted salary range for US locations average is $140,000 to $185,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
