Job Description:
Parsons is looking for an amazingly talented Sr. Subcontract Administrator to join our team! In this role you will be the primary subcontract support for various programs in the Infrastructure Solutions Sector of our Engineered Systems Business Unit providing support on large domestic and international projects,
What You'll Be Doing:
Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience.
Coordinates the list with project management and client recommendations.
Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions.
Prepares and issues contracts commensurate with delegated procurement authority.
Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
Prepares reports and contractual correspondence for project management and client.
Establishes and maintains accurate tracking records tailored to each subcontract.
Maintains and updates subcontractors' files to include records of payment.
Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of electronic reports and claims for seven years.
May provide technical guidance to lower-level Subcontract Administrators. May make assignments and review completed work.
Serves as liaison between subcontractor and stakeholders.
Performs other responsibilities associated with this position as may be appropriate
Establish, maintain, and foster positive and effective working relationships with peers and stakeholders
What Required Skills You'll Bring:
Bachelor's Degree in Business Administration or Economics (or related field) and typically 5+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects.
Excellent written and oral communications skills, and a knowledge of industry practices and regulations are required.
Experience negotiating complex subcontract terms and conditions
Experience in all aspects of procurement
Knowledge in identifying prime contract risk to flow down to subcontractors
Experience working in a Contractor Purchasing System Review (CPSR) approved purchasing system environment.

Proficiency using Costpoint or other similar financial systems used to execute subcontract agreements
Experience proposing and negotiating Engineering and Construction subcontract agreements
Experience negotiating Requests for Equitable Adjustment, Engineering Change Proposals and Claims with subcontractors

Salary Range:
$83,300.00 - $145,800.00
