The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is STEP 1: $28.13- STEP 18: $41.03. The budgeted salary or hourly range that the University reasonably expects to pay for this position is STEP 1: $28.13.

About the Job

The Chief Administrative Officer (CAO) for the Climate Institute leverages extensive experience in administrative operations to effectively oversee and coordinate daily activities. Partnering closely with the Office of Research and Economic Development (ORED), the CAO ensures adherence to policies, maintains rigorous internal controls, and upholds accountability and stewardship of campus resources. With a commitment to confidentiality and precision, the CAO applies sound judgment and advanced analytical skills to manage sensitive information. Additionally, the CAO provides critical support in budget, financial management, event coordination, and personnel management.KEY RESPONSIBILITIESBusiness Administration and Operations:Manages all business and administrative support functions including procurement, travel, recharge administration, inventory, space management, website design and event coordination. Interprets and applies UC and campus-wide policies and procedures. Approver for divisional procurement and travel activity. Ensures that departmental accounts are properly monitored, fiscal controls are administered, and timely reporting occurs.Budget and Financial Management:Responsible for generating, modifying, and disseminating financial or other resource reports for analyzing and forecasting for a multi-million dollar budget. Preparation of detailed monthly budget and financial reports for the department, showing the appropriations, expenses to date, balances, and spending trends. Makes recommendations on future spending and identifies long-term resource opportunities.Personnel Management:Responsible for Personnel management and coordination of new academic and staff hires and/or changes in appointment, terminations, and other actions for monthly and bi-weekly paid employees. Coordinates and reviews all documents required to onboard new employees that require the processing of personnel worksheets, job descriptions, job applications, job postings, resumes, etc. Maintains accurate employee records within the department's central repository, contact information and other appointment information. Reviews payroll data on a monthly frequency, reconciles against variances on the ledger, and analyzes data for payroll expense transfers, etc. Verifies available/applicable funding and ensures required signatures are obtained. Monitors the appointment status of permanent and contractual staff, and student employees. Develops and recommends changes to internal procedures for payroll processing.Other duties as assigned

Qualifications

EDUCATION and EXPERIENCEHigh school diploma and/or equivalent certification/experience/training High School Diploma, General Equivalency Degree (GED), or High School Equivalency Diploma (HSED) or equivalent. (Required)Bachelor's degree from an accredited university in Business Administration, Business Management, Finance, Accounting, or a related area. (Preferred)Five (5) years administrative/clerical work experience, which have led to the development of the skills, knowledge, and abilities essential to the successful performance of the duties assigned to the position is required. Degree is preferred but may not substitute for the required years of experience. (Required)CRITICAL KNOWLEDGE AND SKILLSAdvanced knowledge of campus policies, practices, and systems in the areas of personnel management, finance, and general operations management for specified areas, including recharge administration, equipment, travel, procurement, risk management planning and website design. (Preferred)Ability to identify, collect, and analyze information from multiple sources for purposes of financial reporting and providing overall guidance.Thorough knowledge of University rules and regulations, processes, protocols, and procedures for budget, accounting and fund management, and personnel management.Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.Solid knowledge of common University-specific computer application programs. (Preferred)Ability to use discretion and maintain confidentiality. Required Strong skills in short-term planning, analysis, problem-solving, and customer service.Thorough knowledge of financial analysis and reporting techniques, and human resources policies and procedures for staff and academic employees.
