DEPUTY HUMAN RESOURCES DIRECTOR
An Overview A Deputy Director is a member of in the City's Department of Human Resources who will support the Director of Human Resources in overseeing the HR department's functions, ensuring the development and implementation of effective HR policies and programs. The Deputy Director is responsible for supervision of one or more major functional areas in the Human Resources Department. This key member of the HR leadership team is responsible for planning and organizing such major functional programs as Classification and Compensation; Employment, Employee Relations and Development; or Benefits and Systems. Supervision is provided to a group of employees comprised of professional, technical and clerical employees. The work involves developing, coordinating and maintaining effective policies and procedures for specialized program areas. General supervision is received from the Director of Human Resources.
The Opportunity
Manages the day-to-day activities of and provides guidance and full supervision to Classification and Compensation, HRIS, and benefits; Evaluates operational effectiveness, develops and directs modifications to policies, programs and operations to include, compensation processes and approach, development of policies relating to all aspects of the employee life cycle, or design of computer system for reporting and retrieval of employee data and reports; Ensures that the mission of the Division is carried out, including monitoring the quality of the work being performed by staff and ensuring that work is completed accurately and timely; Develops metrics that track performance and targeted goals and strategic plans of DHR, executive management and City Council; Prepares and presents executive briefings and trainings for City staff and executive leadership; Provides management/leadership, coaching assistance and professional development to professional and clerical staff related to Division functions; Collaborates with supervisors, senior managers, outside consultants, and other agencies to explore and implement best recruitment processes and other functional areas as they interrelate; Serves as a member of the Senior Management Group, which includes responsibility for conveying and ensuring that the City-wide initiatives of upper management are carried out as they pertain to the Human Resources Department Divisions. Maintains a flexible compensation and classification system; Monitors contracts, vendors, and payments to ensure budgetary and financial guidelines are met; Essential Knowledge, Skill and Abilities: Thorough knowledge of public human resources administration including accepted methods and practices of position classification and compensation, recruitment and referral, employee relations, employee development and training, or records systems and benefits administration; thorough knowledge of human resources policies, administrative regulations and human resources procedures; some knowledge of automated systems; some knowledge of budgeting; ability to organize, plan, supervise and review the work of others; ability to present ideas and recommendations clearly and effectively, both verbally and in writing; ability to accomplish assigned responsibilities with a minimum of supervision; ability to apply technical knowledge to varied and complex circumstances; and the ability to prepare clear and concise reports.
