The Purchasing department of the Long Beach Community College District is seeking highly-qualified individuals to be our Supervisor, Purchasing and Contracts! The incumbent supervises, organizes, coordinates, and assists in directing districtwide policies and procedures for contract development, formal bidding processes, and purchasing. The incumbent trains, supervises, and evaluates procurement personnel and also coordinates and ensures purchase orders, contracts, formal bids, Requests for Quotes (RFQ) and Requests for Proposals (RFP) activities comply with applicable State and local codes, regulations, policies, ethical standards and guidelines. GENERAL PURPOSE

Under the direction of the Deputy Director, Purchasing and Contracts or an assigned administrator, supervises, organizes, coordinates, and assists in directing districtwide policies and procedures for contract development, formal bidding processes, and purchasing. The incumbent coordinates and ensures purchase orders, contracts, formal bids, Requests for Quotes (RFQ) and Requests for Proposals (RFP) activities are complying with applicable State and local codes, regulations, policies, ethical standards and guidelines. Trains and supervises professional, technical, and clerical staff; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Supervisor, Purchasing and Contracts is responsible for supervising and coordinating the daily operations of the Purchasing Services Department. The incumbent is responsible for preparing and writing complex formal bid specifications and recommending new or revised purchasing procedures. This role will work along with the Deputy Director, Purchasing and Contracts to train, supervise, and evaluate personnel.

Qualifications

Education, Training and Experience:

Bachelor's degree in business, economics, public administration, paralegal studies, or a closely related field; and three (3) years of increasingly responsible experience in purchasing operations and/or developing and administering public agency contracts, with one (1) of those years serving in a lead role/capacity; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
