The Public Advocates Office is the state-appointed independent ratepayer advocate at the California Public Utilities Commission. Our goal is to ensure that California ratepayers have affordable, safe, and reliable utility services while advancing the state’s clean energy goals. Our efforts to protect ratepayers include energy, water, and communications regulation advocacy. We are seeking to fill a Program Manager position of our Energy Infrastructure Branch. This position oversees our work on electric transmission and distribution planning and policies. If you are interested in managing a team of highly skilled and dedicated staff who are passionate about representing ratepayers in the areas of energy policy and infrastructure buildout to support the state’s clean energy goals, we encourage you to apply.Under the general direction of the Public Advocates Office Deputy Director of Energy, the incumbent is responsible for managing, supervising, planning, and coordinating all activities of the Energy Infrastructure Branch. This senior leadership position directs and guides the Division’s analyses and advocacy on complex and major regulatory, policy issues related to energy transmission and distribution. The Branch provides additional support on energy rate making and cost recovery matters. The Program Manager is responsible for overall program planning, managing the performance and supervising two program and project supervisors, and staff, controlling the quality of work performed by the Branch, and coordinating with other branches. This position is responsible for overseeing staff assignments and workload, the preparation of reports, briefs, testimony and formal pleadings; ensuring work product quality; advising senior management on complex and controversial issues; addressing staff development and performance, including training, personnel selection, and personnel actions; representing the Public Advocates Office in legislative and ex parte activities, responding to press inquiries; and, performing administrative duties, such as budget oversight and planning, contract management, website content.You will find additional information about the job in the
