The Return Review Program (RRP) is a mission-critical, automated system that is part of the IRS’s tax processing pipeline component which detects and selects potentially fraudulent returns to prevent/stop the issuance of invalid refunds. RRP maintains an integrated data warehouse that stores return data and taxpayer information for data mining, runtime scoring, scheme development and research. It incorporates multiple analytical techniques to detect anomalies for fraud and non-compliance, allowing RRP to improve the analytics each Filing Season to help the IRS identify increasingly sophisticated tax fraud.

Praescient Analytics is looking for a

Project Manager / Scrum Master

to join our team on RRP located in Lanham, MD working remotely.

Primary Responsibilities:

Ability to assess current state, identify customer requirements, and define the future state and/or business solution.

Research, gather and synthesize information.

Align with specific iterations of work, managing User Stories and traceability, assisting with task tracking, and supporting SCRUM and testing activities to help ensure successful delivery.

Required Qualifications:

Active MBI (MUST HAVE)

Effective communication, writing, and leadership skills to manage small release management team in highly client-facing role within a large-scale, IT enterprise fraud detection program.

Strong requirements skills that enable efficient facilitation of backlog grooming session with large scrum team and multiple product owners.

Strong ability to communicate across teams and proactively facilitate meetings that bridge communications/status, unify multiple scrum teams, and minimize siloed efforts.

Ability to identify project management and process gaps, recommend improvements, and execute improvements based upon team and client feedback.

Business analysis, capacity management, and financial forecast experience to assess new business cases and recommend scope based upon team capacity and schedule.

Strong integrated master schedule experience to create and establish new release schedules, identify environment dependencies, and facilitate concurrence from integrated project team.

Oversee defect triaging, management, and communications with internal team and partners to ensure defects are resolved within the required resolution time and included in appropriate deployments.

Readiness to learn and become skilled in client requirements IBM Rational Tool Suite to track and report backlog, development, testing, configuration management, and deployment status on a daily basis.

Oversee program communications strategy to ensure external partners and internal team members are informed of all program and project management updates, trainings, environment outages, distribution list changes, organizational chart/roster changes, and executive reports and presentations updates are delivered on-time.

Time management and team task allocation experience to divide team responsibilities and minimize task, artifact, and meeting overlap.

Plan and lead the execution of a comprehensive deployment plan, including work planning, scheduling, budgeting, metrics, training, pilots, and resources. Collaborate with all project teams to manage interdependencies, ensure alignment between all deployment-related activities, and monitor & control progress through the deployment plan.
