DescriptionTriMet’s Engineering and Construction Division is looking for a qualified candidate to join the Interstate Bridge Replacement Program’s transit team to support design and delivery of transit elements on the I-5 Interstate Bridge Replacement Project (IBR). As a member of this talented team, this person will lead or assist in LRT station area planning efforts along the program alignment, documentation of decisions and outcomes, and the coordination with our internal and external stakeholders.

A proactive/predictive approach, attention to detail, and a skill for leveraging quality results will be leading attributes for candidates. Experience on larger public construction projects is a plus. Skills and/or education related to civil engineering or construction management will help to serve project needs. Some of the primary responsibilities on the IBR program include:

Advancing design of a functional transit extension to connect City of Vancouver to Portland.

Planning a seamless connection between TriMet’s and C-TRAN’s transit networks.

Coordinating station area planning, access for pedestrian, bikes, buses, and cars, and affordable transit oriented development.

Promoting equitable access to the transit alignment.

Advocating climate resilient design.

Preservation and restoration of environmentally sensitive areas.

Coordinating with consultant and program partners on the Conceptual Design Report (CDR).

Capturing core values of the community, while meeting LRT operational needs and standards.

Supporting estimating and risk efforts to define project costs.

Delivering program scope on time and within budget.

Securing a Federal Transit Administration New Starts Capital Improvement Grant.

More about the Interstate Bridge Replacement Program:

The IBR program is of national significance to replace the Interstate 5 (I-5) bridge across the Columbia River with a modern, seismically resilient, multimodal structure. This bi-state program includes a 1.9 mile extension of the MAX Yellow line and Express Bus improvements, expansions of Operations and Maintenance Facilities, and establishing new connections with the C-TRAN network. This is a Limited-Term position with an end date of June 30th, 2029.

This position is performed three (3) days per week in-person.

Ensure a commitment to safety and regulatory compliance through effective leadership, training, role modeling and implementing practices that demonstrate safety is a fundamental value and a priority in all aspects of work.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

Provide project management services to develop conceptual and detailed designs of major transit infrastructure and related facilities including preparation of designs, calculations, cost estimates, environmental impact data, documentation, and public presentation material.

Work with TriMet staff within and outside the engineering, construction and planning division to coordinate all aspects of projects to meet end-user needs while meeting current safety and quality standards.

Establish work scopes and budget to support the TriMet Capital Improvement Program. Develop and assign tasks for staff and consultants, including procurement and administration of consultant and construction contractor services. Supervise or coordinate the work of consultants and other support staff as required utilizing established procedures.

Assist the workgroup manager in administering design and construction contracts. Perform tasks as assigned including, but not limited to: design reviews, project coordination, permitting, submittals, RFIs, monthly pay requests, change management, estimating, and maintaining contract documents such as as-builts.

Consult and coordinate with external project stakeholders including jurisdictional liaisons, permit agencies, community groups, and private property owners/developers.

Represent TriMet at various interagency meetings as a fully competent technical representative. Review material for, and make presentations to, project leadership, technical peer groups and community meetings.

Position RequirementsA minimum of a Bachelor's Degree is required with a Bachelor's Degree in Civil Engineering, Architecture, Landscape Architecture, Construction Management, Planning, or a related field being preferred.

A minimum of six (6) years of experience are required. *

Four (4) years of construction management/general engineering/Architectural design process experience are required.

Four (4) years of experience in public works, planning, and/or transit projects are preferred.

Two (2) years lead or project management or staff management.

Any of the following licenses and certifications are preferred:

Professional Engineer registered and licensed in the State of OregonLandscape Architect registered and licensed in the State of OregonArchitect registered and licensed in the State of OregonCertified Project Manager

Certified Construction ManagerOr any equivalent combination of experience and training.

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary RangeMinimum: $117,044.00Maximum: $175,568.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
