Summary DescriptionThe ideal candidate for the position of assistant water reclamation superintendent will be a proven leader with knowledge of wastewater treatment plants, plant maintenance, and collection system operations and maintenance, and possess a Grade IV or higher Wastewater Treatment Operator Certification. The person selected should be able to plan, supervise, review the work, and provide management-level direction to the operations, maintenance, and collection system staff. The ideal candidate would be able to work collaboratively with the operations, maintenance, and collection system staff and with outside stakeholders, engineering staff, and other departments to resolve situations and find collaborative solutions.
In addition to the technical knowledge in operations and maintenance of a wastewater treatment plant, the ideal candidate should be able to ensure compliance with established policies and procedures, develop subordinate staff, plan and schedule work, review plans and specifications for projects, resolve customer inquiries and complaints, and incorporate new and innovative ideas. The ideal candidate would also have experience with preparing Council/Board Reports and a variety of correspondence.
The ideal candidate should have knowledge of current and future environmental regulations, be able to participate in budget preparation and purchasing, write employee performance evaluations, assist consulting engineers with construction projects, and manage sewer construction projects.
Representative DutiesThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for water reclamation plant operations, plant maintenance, and collection system and pump station maintenance and operation.
Establishes schedules and methods for providing water reclamation plant operations, plant maintenance, and collection system and pump station maintenance and operation; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
Participates in the development of goals and objectives as well as policies and procedures for assigned areas; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
Participates in the selection of assigned water reclamation system maintenance and operations staff; provides or coordinates staff training and ensures that staff is trained in new equipment operation, procedures, and techniques; evaluates the work of assigned staff; works with employees to correct deficiencies; implements discipline procedures.
Participates in the preparation and administration of the program budget; submits budget recommendations; participates in forecasting funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
Diagnoses operating problems and directs compliance with state and federal regulations regarding water reclamation operations; monitors telemetry tracking system; reviews data and dispatches crews to investigate and resolve potential and reported problems; ensures that safe maintenance and repairs of all systems and equipment are performed.
Determines proper operation and process parameters for the plant; supervises their implementation.
Maintains an inventory of supplies necessary for efficient operations; ensures necessary material, supplies, and equipment are available through inventory management.
Assists consulting engineers with studies, new construction projects, and modification projects related to the plant as well as the collection system and pump stations; reviews plans; maintains equipment related permits from regulatory agencies; assists in coordinating construction start-ups; participates in any shut down of unit processes and coordinates shut down of pump stations for construction purposes; responds to questions or issues from engineers during projects.
Reviews and rates video inspections of collection lines for repair purposes.
Oversees the City's Fats, Oils, and Grease program.
Responds to public inquiries and complaints in a courteous manner; provides information within the area of assignment; determines appropriate corrective action necessary to resolve complaints in an efficient and timely manner; coordinates activities with other City staff in resolving complaints.
Maintains records concerning operations and programs; prepares reports on operations and activities.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of water reclamation system operation and maintenance; incorporates new developments as appropriate into programs.

EDUCATION AND EXPERIENCE GUIDELINESAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training: Equivalent to the completion of the twelfth grade supplemented by college-level coursework or trade school training in wastewater treatment technology and in the installation, maintenance, and repair of reclamation plant, collection system, and pump station facilities and equipment.
Experience: Six years of increasingly responsible experience in the installation, operation, and maintenance of water reclamation systems and wastewater treatment facilities including one year of administrative and/or lead supervisory experience.
License or Certificate: Possession of a Grade IV Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board. Possession of a Grade III Mechanical Technologist or Collection System Maintenance certificate issued by the California Water Environment Association is highly desirable. Possession of a valid California driver's license at a level appropriate to the equipment operated.
