The Department of Homeless Services is comprised of 2,000 employees and has an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City, collaborating with other Public Agencies and Not-For-Profit partners.
The Health Services Office at the Department of Social Services (DSS) aims to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, and enhance access to care for low-income and vulnerable populations.
The Enhanced Health Services Program is designed to manage the day-to-day operations of the new Enhanced Health Services Program, which will cover a minimum of eight Safe Havens. This program is aimed at reducing premature morbidity and mortality among vulnerable street homeless clients.
The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Director of Social Services M-III to function as Director of Health Services who will:
Perform highly complex duties to oversee the design, implementation, program development, monitoring, and oversight of the Enhanced Health Services Program.
Oversee training on all related DHS Policies, Procedures, and systems. Plan and develop new initiatives; train staff on relevant policies and procedures.
Manage program development and collaboration between external medical providers and DHS program staff.
Develop and implement methods to process at least 1,000 referrals per year and supervise staff in the referral process.
Ensure Enhanced Health Services Program compliance with all Federal, State, and Local requirements.
Provide medical consultations as requested and coordinate with healthcare facilities regarding critical client issues.
Collaborate with various directors to develop plans for programmatic research and quality monitoring.
Represent the Agency in various planning groups and respond to emergencies.
Hours/Schedule:
Mon-Fri 9AM-5PM, Managerial
Minimum Qualifications
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency or social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in social services, but not for the one year of experience at the administrative or managerial level.
Preferred Skills
Familiarity with SAS, R, SQL, or other analytical programming languages.
Familiarity with health and social service delivery systems.
Master’s degree in public health or another Health-Related Field.
Federal grant management experience.
Grant writing experience.
Research & publication experience.
Excellent writing skills, including report writing experience.
Data reporting and compliance.
IT project management.
Interdisciplinary projects.
Cross-agency collaboration.
