Telecommuting may be subject to successful completion of probation. This position will require a medical surveillance baseline exam. Position: The Idaho Department of Environmental Quality (DEQ) is hiring a Senior Hazardous Waste Compliance Officer - Analyst 4 for the Waste Management and Remediation Division for the State Office located in Boise. Salary Range: $34.25-$38.82 Responsibilities: Inspection duties: - Plan, direct, and perform inspections of hazardous waste generators and transporters; permitted treatment, storage, and disposal facilities; and used oil handlers to determine compliance with the Hazardous Waste Management Act, the Idaho Rules and Standards for Hazardous Waste (IDAPA 58.01.05), and applicable hazardous waste permits. - Lead the annual Idaho National Laboratory compliance evaluation inspection and investigate citizen complaints as needed. - Prepare inspection reports and accompanying documentation and make recommendations for enforcement actions. - Collect environmental samples as needed and evaluate chemical, physical, and analytical data. - Train, mentor, and provide inspection support and peer review for regional office hazardous waste staff. Enforcement duties: - Prepare draft enforcement actions and participate in negotiations with direction from supervisor. - Assist with monitoring facilities' return to compliance. - Testify in court for civil enforcement cases as needed. Programmatic support duties: - Provide regulatory analysis and interpretation. - Assist with public records requests. - Assist with developing inspector resources, checklists, and outreach materials. - Represent the Hazardous Waste Bureau at pertinent meetings. - Ensure DEQ-generated hazardous waste is properly managed and disposed. Compliance assistance duties: - Conduct compliance assistance site visits. - Provide hazardous waste technical assistance to the regulated community, public, DEQ programs, and other agencies. - Prepare and give presentations on hazardous waste topics. Minimum Qualifications: Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public. Required/Desired Specialty Minimum Qualification DEQ 5637-Hazardous Waste Considerable knowledge of the Resource Conservation Recovery Act (RCRA) hazardous waste management implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full - time work experience in RCRA hazardous waste management, including regulatory analysis and interpretation, and hazardous waste characterization, remediation, treatment, storage and disposal; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
