SUMMARY:
Under direct supervision, assists with the designs, estimate preparation, maps and assembles construction work order packages for distribution, construction, transmission, and maintenance projects applying some degree of technical and engineering knowledge.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assists in the design of projects for the installation of line extensions, system reliability, and maintenance of electric facilities
Prepares resource and cost estimates and assembles construction package
Coordinates activities, such as right-of-way, permits, environmental screenings, etc., related to the project
Prepares and administers all customer line extension, contracts, including refunds for II and Sr. levels
Prepares design, obtains "as builts" from C&M department, files manually
May be responsible for reconciliation and closing of all work orders
Stays current on technology, policies, and procedures
Solves minor technical issues
May perform in the role of an expeditor: coordinating initial customer contact for new electric service installation, removals, relocations, generating customer line extension requests, and processing electric service/yard line orders
Other duties as assigned
COMPETENCIES:
Ability to interpret field notes into a design and estimate
Knowledge to apply engineering and technical principles by designing routine electric distribution and transmission system projects
General knowledge in electric theory and design, with basic knowledge of the operation of the other utility
Knowledge of established PNM policies, procedures, and guidelines
Demonstrated knowledge and experience in utility design or construction for similar types of projects in the department
Knowledge of the rules and regulations that drive Company policies, which may include DOT, PRC, NEC, NESC

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
High school diploma or GED with five to seven years of experience, or equivalent combination of education and/or experience related to the discipline.
VoTech Drafting & Advanced math skills, GIS mapping, Autocad, Algebra I or equivalent experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Designs all varieties of complex projects such as residential, commercial, industrial, large power and system improvements
Resolves complex complaints including large customer, large generation, industrial, commercial, PRC, and Sr. VP regarding voltage, service, and/or damages
Coordinates complex functions, which vary by area. Complex electric is typically large customer outages, generation design, large industrial and/or commercial projects, major system improvements, and highway relocations. Complexity in other areas involves managing the customer interface in lieu of a Project Leader on all various scopes of jobs.
Undertakes complex special assignments as directed
Prepares resource and cost estimates and assembles complex construction package
Teams with SDP PM for all P3 resources
Coordinates and assesses activities such as right-of-way, permits, environmental screening, etc., related to the project
Obtains permits, reviews other designers' work
Prepares all customer line extension contracts. Reviews other designers work as needed
Prepares and reviews design, obtains "as builts" from C&M department, files manually
May direct the reconciliation of all work orders and variance WO as needed
Provides training and technical assistance to other Designers, and helps establish training needs for other team members
Stays current on technology, policies, and procedures
Takes an active role in making changes to policies and technologies
Solves complex technical issues, multiple-tasks, and multiple projects without direction from Senior Engineers
Equates/trains others on the resolution
Assumes a lead role to other Designers and may assume role as Project Leader when necessary
