DescriptionThe Associate Director, Sanctions & Export Compliance will be responsible for ensuring that the company's operations comply with all applicable sanctions, export controls, and other regulatory requirements imposed by governments and international bodies. The role encompasses monitoring, reporting and risk mitigation associated with sanctions and trade restrictions while collaborating cross-functionally.

This role will require a solid understanding of global sanctions compliance, deemed exports, exports in general and anti-boycott.

This position's primary responsibilities are providing guidance to Zoetis stakeholders, including senior management, on the requirements and risks related to sanctions compliance, particularly sanctions programs administered by OFAC, the EU and EU Member States and the UK. The role will report to the Chief Compliance Officer and work in close coordination with the Global Trade Compliance leadership team, Legal and Compliance, and Trade Compliance teams in various markets and support the design, implementation of guidance, training, controls and testing of the Global Sanctions Compliance Program.Sanctions Compliance Guidance, Training and GovernanceEnsure company operations comply with U.S. (OFAC), EU, UK, UN and other relevant sanctions programs.Develop and implement company-wide sanctions compliance policies and procedures.Provide advice, support and guidance to business units, operations, finance, technology teams, including regional compliance teams on sanction, export control and matters.Collaborate with global manufacturing and research & development teams to understand and evaluate product sanction risks and propose corresponding mitigation controls.Provide regular updates on changes in sanctions law and regulations affecting the industry.Provide additional guidance related to denied party screening match validity.Ensure close communication and information sharing with global compliance colleagues at regions and business partners on trade compliance related matters.Deliver and support the development of training programs to Zoetis colleagues and contractors and external vendors, as needed.Develop and provide training and knowledge sharing to improve business knowledge and operational performance and ensure compliance with customs regulations.Raise awareness to sanction risks and obligations within Zoetis.Represent the company and advocate in support of its trade policy agenda before legislative bodies, government agencies, and regional / international organizations.Analyze global and national trade policy initiatives, including domestic and transnational legislation, and regulatory rulemaking to ascertain their potential impact to Zoetis global operations and recommend a course of action to appropriate business management.Build and maintain relationships with companies within and outside the healthcare industry and advance the company's trade agenda through industry associations and coalitions.Sanctions Compliance Program ManagementIdentify, assess and mitigate risks related to sanctions and trade restrictions.Create and execute sanction related projects in collaboration with cross-functional stakeholders.Perform analysis or conduct projects as requested by the Chief Counsel, Trade Compliance, Compliance, and/or GTC leader.Work with compliance to design and support compliance testing, internal, and external audit execution (related to sanctions, export controls and anti-boycott) with document request list, meetings, and final issue confirmation.Support in testing of third-party screening against sanctions lists.Assist in the ongoing development of sanctions compliance program policies, procedures and risk assessment updates.Contribute to ongoing development and enhancement of the tools and technology, supporting the sanctions program, including User Acceptance Testing, as needed.Respond to ad hoc requests to address control issues on new business processes, policies and procedures, and provide consultative services to management.Ensure compliance policies, procedures and programs are in place.Lead implementation of new and amended compliance policies, procedures and programs as needed.Sanctions Compliance Program EvaluationDevelop metrics and reporting to identify Key Performance Indicators and Key Risk Indicators to management and other key stakeholders.Responsible for the financial and operational trade metrics and analyses and collaborate with the GTC leadership team to develop solutions and strategies.Sanctions Compliance Program AuditsIn collaboration with Compliance and IA, prepare and administer an annual audit plan.Plan and oversee audits of customs operations to assess controls, operational efficiencies and compliance with all policies, procedures and regulations.Maintain a comprehensive system for recording all audit plans, work papers, findings, reports, and follow-up audits.Ensure the timely and accurate completion of the audit plan.Prepare and complete detailed audit work for certain audits.Conduct audit exit conferences. Draft and issue audit reports.Conduct special audits as required by management and issue results.Recommend revisions and/or additions to policies and procedures in order to improve operations as well as internal controls.Education and ExperienceBachelor's, Master's, or PhD degree in International Business, Law or related field preferred or extensive experience in International Trade and Export Controls or Customs/compliance consulting.Minimum 8 years of experience in International Trade and Customs or Customs consulting in the global context.Certification in international trade Export Controls, Sanctions like CGSS, CAMS, EXCS, LCB, etc.Advanced knowledge of EU and US statutes, regulations and programs controlling and impacting the export of merchandise.Proven expertise in export controls and sanctions.Demonstrated management, organization, interpersonal, verbal, conceptual and presentation skills within a multinational environment.

Technical Skill RequirementsEnterprise System Capabilities to sponsor implementation/enhancement of SAP GTS module.Able to effectively communicate in English in both written and oral forms.Strong problem-solving skills.Ability to partner with business management.Ability to liaise with external regulators.Strategic vision.Tactical expertise.Ability to work with and understand key information technology requirements.Ability to adapt quickly and effectively to new laws and regulations.Physical Position RequirementsHybrid working environment, with approximately 50% of time (2-3 workdays per week) required on-site in Parsippany, NJ headquarters.Ability to travel domestically or internationally 10-20% of the time.Frequent work with global teams located in multiple time zones.
