The Child Abuse Prevention Center (CAP Center), founded in 1977, is a leading statewide and local training, research, and resource center dedicated to protecting children, strengthening families, and building healthy communities through four core strategies of Advocacy, Education, Health, and Safety. The CAP Center is unique in that it started as the Child Abuse Prevention Council of Sacramento, and maintains that role, but for the last sixteen years has expanded to conduct programs and build partnerships statewide. The CAP Center is now a unique cohesive blend of agencies of the Child Abuse Prevention Council of Sacramento, Prevent Child Abuse California, and the California Family Resource Association, each taking a unique but complementary approach to preventing child abuse by implementing an array of programs, in Sacramento County and throughout California, to build strong families and keep children safe. The CAP Center’s mission is to Prevent Child Abuse and Neglect. The vision is that all children are safe and nurtured by their families and community. POSITION SUMMARY : Under the direction of the President and Chief Executive Officer (CEO) and as a member of the CAP Center Leadership Team, the Chief Program Officer (CPO) works collaboratively with all members of the Leadership Team and Directors to fulfill the values and mission of the CAP Center. The CPO provides direction and support to Directors and the Program Team to facilitate, enhance, and expand the CAP Center’s programs and infrastructures striving to prevent child abuse and neglect, increase protective factors, and strengthen families at the local, state, and national level. The CPO is responsible for leading and implementing planning processes to develop and sustain systems that assure collaboration, training, supervision, compliance, and accountability of staff and CAP Center programs. The CPO assures development, maintenance and accountability in compliance with applicable federal, state, and local contract requirements, agency funding standards, and policies and practices.

The CPO will work with each Director to implement the CAP Center’s strategic plan goals and actionable objectives in conjunction with the CEO. The CAP Center strives to be fully compliant with contracted scope of work deliverables and operate programs at the highest standard of quality. As such program leadership works collaboratively to ensure high standards are met. The CPO will guide and support quality program standards that strive for daily operational excellence, in partnership with Directors, through writing and reviewing of reports, grants, and communications. The CPO coaches and mentors Program Team staff as needed to support and build their capacity for high quality work.

The CPO is the agency lead in identifying, coordinating, writing and submitting grant proposals in conjunction with each Director’s Program Team. The CPO will work with the Leadership Team and Directors to develop systems to provide support for employees ensuring equitable application of CAP Center policies and procedures. The CPO provides leadership in ensuring internal and external collaborative relationships are built and maintained in a positive manner with CAP Center staff and partnerships with, funders, and public/private federal, state (CA), and county partners. The CPO, in conjunction with the CEO, nurtures a culture of accountability and innovation that advances the mission imperatives in Sacramento County and throughout California.

MINIMUM QUALIFICATIONS

Education and Experience

At least 5 or more years of professional related leadership experience in senior management and non-profit administration and demonstrated progressive supervisory responsibility and scope in leading a unit, division, or organization in social or community services in a nonprofit or government setting.

Required

Bachelor’s Degree in related/complimentary field such as Organizational Development, Human Services, Social Work, Public Health, or Behavioral Science from a four-year college or university.

Experience in child and family-related, mission-oriented agencies or complementary areas such as child welfare, human services, healthcare, justice, public health, and other related fields . Required

Excellent operational knowledge of the child abuse prevention field, policies, programs, integrated service delivery systems, cross-sector collaboration, collective impact, family strengthening, and child welfare.

Strong leadership skills to motivate and inspire community and staff.

Strong management skills, including time management, goal setting, multitasking and prioritization.

Required

Experience in and ability to build and nurture strategic partnerships and collaborations with other providers, encourage effective partnerships, and maintain positive relationships with community-based and collaborative public/private agencies.

Experience in successfully applying for and writing grants, contracts/grants management and monitoring, overseeing reports to funders, and ensuring grants/contracts compliance .

Experience developing and managing grant budgets including program and personnel costs.

Experience leading the development, implementation, and evaluation of strategic plans and program impact/outcomes.

Required

Background and experience in organizational development including, but not limited to, practices, systems, and techniques that affect organizational change.

Experience implementing community-based direct service programs, evidence-based models and training that build the competences and skills of service providers to ensure best practices in delivering services to and supporting parents, children, and families.

Experience in advocacy and public policy at the county, state (CA), and federal levels.

Experience with family resource centers, local and statewide family strengthening organizations, and implementing child welfare models.

Experience writing, managing and implementing National Service AmeriCorps programs.

The Child Abuse Prevention Center currently operates in a hybrid work environment, with the ability to either work from home or from the office, depending on program/project needs. In office presence may be required for staff meetings, program/project responsibilities and other needs on a monthly or more frequent basis. Presence in the Sacramento area and/or in office is needed to facilitate training, serve program participants in-person, conduct outreach, and attend meetings with community members and collaborative stakeholders.
