THE WORK
As the C4ISR Capture Program Manager, Associate, you will be responsible for: • Program Management & Capture Leadership: o Identify and structure effective cross-functional capture teams to execute Lockheed Martin's Win Plan. o Proactively communicate funding and resource needs to stakeholders. o Collaborate with functional leaders across departments such as International Trade Compliance, Business Development, Engineering & Technology, Finance, Contracts, Legal, and Sourcing to align talent and resources for successful proposal milestones. o Conduct skills assessments and partner with Business Development to develop training plans for capture teams. • Program Baseline Establishment: o Lead the program team in analyzing solicitations to ensure a solid foundation for program requirements. o Establish and validate the proposed solution baseline in collaboration with the Engineering & Technology Lead. o Develop the Program Work Breakdown Structure (WBS) and ensure consistency with the requirements baseline. o Oversee the creation of the Integrated Master Plan/Integrated Master Schedule (IMP/IMS) and Basis of Estimates (BOE). • Capture Activity Oversight: o Develop and execute capture strategies aligned with customer needs and Lockheed Martin's Win Plan. o Lead capture teams in preparing high-quality, compliant proposals. o Collaborate with Business Development to conduct Position To Win (PTW) analyses and manage Design To Cost (DTC) targets throughout the proposal process. o Facilitate Make/Buy decisions to optimize proposal outcomes.

Basic Qualifications: • Experience supporting new business development, campaign development, capture planning, capture execution, and proposal development. • Ability to lead and influence individuals and teams. • Ability to create and develop campaign strategy for program portfolio • Demonstrated experience driving tasks to closure with resourceful solutions to problems. • Demonstrated ability to prepare and deliver briefs to executives with appropriate level of messaging. • Demonstrated ability to execute multiple internal or external deliverables simultaneously. • Demonstrated ability to lead customer deliverables, workshops, demonstrations, exercises, and other shaping activities. • Willing and able to initiate customer communications and develop longer-term understanding and relationships in support of business goals. • Demonstrated experience working with a cross-organization and cross-functional team. • Excellent communication with an ability to negotiate and work with a variety of stakeholders. • Willing and able to support 25-50% US and international travel. • Ability to obtain TS/SCI Clearance Desired Skills: • Program Management experience with domestic or international defense contracts. • Active Program Management Professional (PMP) certification from the Program Management Institute (PMI). • Technical understanding of operational and tactical command and control systems and C4ISR architectures across multiple domains. • Experience with International Trade Compliance, requesting/developing export licenses, and ensuring all international activities are conducted within the guidelines of export control policies and laws. • Capture Management experience and familiarity with the LM Win Plan. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits. Schedule for this Position:
4x10 hour day, 3 days off per week Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Maryland, Washington or Washington DC is $105,000 - $201,100. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
