PURPOSE:
This position provides comprehensive leadership over the distribution and transmission interconnection processes for the Company\'s New England operating companies, and is the Company\'s primary external representative with state and federal regulators, generation developers and customers on matters related to interconnections. This role has responsibility for the overall interconnection process, and the Director must be adept at managing without direct authority and leading across departments to ensure that critical regulatory and legal requirements are met. As the leader of the interconnection process, the Director will be responsible for seamlessly integrating the efforts of multiple business areas that each contribute to the interconnection process and policies, including Regulatory, Distribution Planning, Transmission Planning, Protection and Control, and Electric Operations. This role is highly visible to policymakers and stakeholders, and the Director must represent the Company professionally under pressure. The Director leads Company participation in stakeholder processes, participates as a witness in regulatory proceedings, develops presentation and communication materials, and presents to Company executive management.
RESPONSIBILITIES:
Leads the state and federal jurisdictional interconnection processes for the Company\'s New England operating companies. Specific responsibilities include, but are not limited to:
Directs the activities of cross-functional teams, both internally and externally, to ensure that the Company meets critical regulatory and legal compliance obligations associated with state and federal jurisdictional interconnections.Provides overall leadership for the interconnection process from project initiation through closeout.Is the Company\'s lead external representative with regulators, interconnecting customers, and other stakeholders on interconnection-related matters.Represents the Company in meetings, hearings and technical sessions with federal and state regulators and their staffs, and may represent the Company with other governmental agencies or legislative bodies as needed.Negotiates new or modified rules, policies, and practices with Stakeholders.Leads the resolution of disputes with interconnection parties and Customers.Serves as the Company\'s top subject matter expert on federal, regional, and state policies, laws and regulations related to the interconnection of generation and transmission projects in New England.Develops information for executive level decision-making, and makes presentations to executives and steering committees.Directs the administration of interconnection application processing, compliance tracking and reporting, cost tracking/analysis and billing.Leads and coaches an internal team of program/project managers and analysts, as well as external contract staff.
SKILLS AND REQUIRMENTS:
Education & Experience Required:
7+ years of relevant experience, with a strong preference for leadership experience with regulatory processes related to interconnection, distribution and transmission tariffs, and regulatory compliance.Bachelor\'s degree in Business, Finance, Accounting, Economics, Engineering or another related field, advanced degree is a plus.Proven ability to effectively represent a company before regulators and other policymakers.Comprehensive knowledge of interconnection rules in Maine, Connecticut and under ISO New England\'s tariff.A background in successfull leading people and processes, particularly under challenging conditions.A demonstrated track record of leading and interacting across organizations with credibility and integrity.Proficiency with Microsoft Office Suite, with emphasis on Word, Excel, and Power Point.
