Project Engineer 3

to join our Utility Services division in support of a large electric Utility’s substation projects. In this role you will be responsible for coordinating with the client, design and engineering firm, and other stakeholders to review the scope of work, design submittals, and facilitate the design process from inception to close out.Responsibilities

Perform Pre-Engineering Studies for ScopingCoordination Evaluation – to determine whether a system coordination study is required.CT Ratio Evaluation (CT Saturation) – to determine whether CT ratios need to be changed to prevent CT saturation.Prepare protection requirements (project scoping) for project designParticipate in pre-engineering job walks (field visits) and support Substation Electrical RE or Electrical DPE to review preliminary scope of work and finalize.Review pre-engineering job walk meeting minutes sent by Electrical RE or Electrical DPE and provide comments to Electrical RE or Electrical DPE, if required.Manage agreed upon project schedule and commit to the Protection Engineering milestones (e.g. One Line/Elementary Diagrams/Logic Diagrams).Protection Engineering Drawing PackagesReview, design and approve (as needed): One Lines, AC/DC Elementaries and Logic Diagrams associated with protection scope, ensuring that they are per SCE design standard and philosophy on capital projectsProvide comments/feedback on Protection Engineering drawing package to Substation Electrical RE or Electrical DPE on projectsOD43 Relay SettingsGather and evaluate system modeling data as needed (transmission/sub-transmission/distribution lines, transformer, generator, etc.)Model systems on appropriate software tool (i.e. CAPE, CYME), perform short circuit studies, and protection coordination studies necessary for completing relay settings.Prepare calculation sheets, relay settings, protection summary, coordinate relay settings with neighboring utilities, balancing authorities and perform other required assignments meeting WECC and NERC PRC compliance.Perform Quality Assurance (QA) review of protection deliverables (settings, relay electronic files, calculations, logic, etc): for both in-house design and contracted workIssue Substation Relays and field Auto recloser settings (GE, SEL and Electromechanical) via ASPEN relay database to the field.Review and approve returned as-left relay setting files in ASPEN relay database.Field SupportSupport Test technicians for in-servicing or commissioning relay settings, review/approve returned as-left relay setting files, and communicate with Test technicians for making revisions/changes to relay settings as necessary.Travel to the field may be required occasionally per project job walk or test support needs.Collaboration/CommunicationCollaborate and communicate with stakeholders on capital projects, initiatives and emergent requests to support the reliability and maintenance of the grid. Stakeholders to include (but not limited to): REs (substation engineers), project managers, schedulers, distribution field engineers, project engineers, apparatus engineers, test technicians, operators, transmission engineers, system planners, etc.Qualifications/Experience

Experience with protection, substation and/or distribution engineering in the electric utility industry or equivalentBachelor’s degree in Electrical Engineering or related technical discipline.Five years of protection engineering experience related to Transmission & Distribution.Knowledge of transmission system operation (line-and-bus arrangements, reclosing practices, etc.)Knowledge of System One-Line Diagram and relay AC and DC Schematics as well as AC and DC wiring standardsKnowledge of digital logic design principles (logic gates, latches, etc.) and experience in developing logic diagramsExperience in developing relay settings and familiarity with relay setting software (GE EnerVista UR Setup, SEL AcSELerator)Knowledge of NERC PRC Compliances (PRC 23, 27, 26)Experience with Computer Aided Protection Engineering Software (CAPE), CYME, ASPEN relay database or Blue Beam Software.Ability to interpret/apply/design electrical one-line, elementary, protection logic diagrams.Experience in performing system studies, symmetrical component analysis, fault calculation, and set Electromechanical Relays, SEL and GE microprocessor relays using Accelerator and URPC softwareExperience in developing logic diagrams, programming relay settings and preparing setting documents for Test technicians and support them for in-servicing relays for bulk-power (220/115 kV) transmission lines, bus, transformer banks, capacitor banks, reactor banks, etc.Experience with automation of sub-transmission substations, protective relay upgrades in transformer banks, transmission and distribution lines, and protective fuse and auto-recloser setting calculations in distribution lines.Experience using application software such as Microsoft Word, Excel, PowerPoint, Access, Visio, and Project.Experience with effective resource and project planning, decision making, results delivery, and the ability to stay current with relevant technology and innovation.Possesses good communication skills (oral and written) applied to customer focus in support of appropriate identification of, and response to, client business needs.$110,000 - $160,000 a year

In Addition

This position will require the candidate to be in the office every Tuesday and one other day in the field as necessary to support assigned projects.

Miles reimbursed for commute in excess of 100 miles round trip.
