The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two exciting new service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through the Governor's Office on Service and Volunteerism (GOSV).
DSCI offers a flexible work schedule, hybrid/telework eligibility, job-sharing options, and a competitive salary. There is ample free parking near our offices located in downtown Annapolis, Maryland and our new offices located in Silver Spring, Maryland.

Main Purpose of Job
This role involves overseeing the design, development, and enhancement of administrative and programmatic applications. The Tech Product Manager will ensure that project goals are met, deliverables are achieved on time, and applications are developed to meet user needs and organizational objectives. This role includes responsibilities for managing project timelines, coordinating with development teams, ensuring effective communication, and maintaining high standards for application functionality and performance. A part of this job is performing rigorous data analysis to extract meaningful insights, which play a pivotal role in evaluating and enhancing applications. This role will support the Chief Information Officer in other duties related to driving technological innovation, information security, and data privacy.
POSITION DUTIES
The incumbent will:
Develop detailed project plans outlining key milestones and deliverables under specified deadlines.
Oversee the design and development of administrative and programmatic applications, ensuring that projects are executed according to specifications and meet user requirements.
Generate and distribute status reports on the progress of application development.
Manage and review communications related to application development, ensuring timely and accurate delivery of information to stakeholders and end users.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: At least three years of professional experience, which includes direct experience in project management, product management, and/or product development, ideally in a technical or software-driven environment.
Notes:
Candidates may substitute a Bachelor's degree in Entrepreneurship, Project Management, Information Technology, Computer Science, Business Administration, Public Administration, or a related field from an accredited college or university for two years of the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
At least one year of experience as a product or project manager.
At least one experience managing the development life cycle of technical products or software solutions.
Experience with Smartsheet or other project management software.
