PRIMARY FUNCTION:
Direct and supervise the operation of the District's Special Education Services
SUPERVISOR:
Superintendent of Schools
SUPERVISE AND EVALUATE:
Supervisors for Special Education, School Psychologists and assigned office personnel
SALARY RANGE:
$110,000 - $120,000 with Board Paid TRS and employee health benefits
QUALIFICATIONS:
Applicant must possess the following qualifications:General Administrative Endorsement is requiredDirector of Special Education Endorsement is requiredMinimum of two (2 ) years teaching experience in special educationTraining and experience with special education rules, regulations, and lawsAdministrative or Supervisory experience in special education preferredApplicants should have knowledge and be able to articulate, document through experience or verify involvement in the following:
Individuals with Disabilities Education Act, and Individuals with Disabilities Education Improvement Act23 Illinois Administrative Code, Subtitle A, '00Section 504, Rehabilitation Act of 197334 Code of Federal Regulations, Parts 300 and 303Illinois Due Process ProceduresThe State of Illinois-Illinois Learning StandardsInstructional practices which are proven to be effective in meeting the learning needs of children with disabilitiesDistrict's MissionInstructional philosophy and pedagogy, including the incorporation of technologyMTSSSpeech and language developmentEarly Childhood Education and the Illinois Early Learning StandardsModels of Delivery, including Co-TeachingResearch-based Interventions and Service Delivery models for reading and mathEXPECTATIONS:
Leadership abilities in the pursuit of educational excellenceStrong communication skills to collaborate with teachers, staff members, students and parents to design and provide appropriate educational servicesAbility to support parents in the educational processAbility to analyze data to design and facilitate programs that serve the learning needs of all childrenGrant writing and budgetingExcellent organizational skillsESSENTIAL DUTIES AND RESPONSIBILITIES:
Administer and evaluate the operations and effectiveness of the District's Special Education ServicesConsult with principals and staff members on the operation of Special Education Services in schools and respond to questions and concerns of employees and familiesProvide students with Individualized Educational Program (IEP) services in a least restrictive environmentProvides leadership and direction for cost-effective and improved special education services for students with special needs in the least restrictive environmentAttend Board of Education meetings and prepare such reports for the Board as may be required by the SuperintendentInterpret and advise on the development of special education policies, procedures and servicesServe as coordinator or team participant for the following programs and satisfy both State and Federal reporting requirements. Such programs and reports include:
Section 504 - Rehabilitation Act of 1973 b. Chapter I- P.L. 89-313Preschool For Allhome/Hospital InstructionBehavior Support SystemsDistrict Crisis TeamSchool-based mental health servicesMTSSCo-Teaching ProgramHealth ServicesMandated Trainings
Other reports as may be required by statute or the Superintendent Participate in interviews for new employment as neededAdvise on the assignment of teaching staff and caseloads in consultation with central office staff and principalsCoordinate and monitor the effectiveness of: special education teachers, assistants, speech clinicians, social workers, nurses, and school psychologistsPrepare the budget for special educationMonitors IDEA grant implementation and requirementsCoordinate referral, evaluation, child review conferences, annual reviews, and Individualized Educational Program services for studentsCollect and analyze data on student achievement on state, benchmark and local assessments.Monitor student referrals for Special Education evaluation and prepare recommendations based upon researchCoordinate the placement of students in facilities outside of Unit 11 and assist with supportive services including tuition, expense claims, and billingServe as the liaison to the Illinois State Board of Education in matters relating to Special Education ServicesMaintain a working liaison with governmental, social, professional, civic and volunteer agenciesEstablish and maintain a program of personal and professional growthPerform such other duties and assume such other responsibilities as may be assigned by the Superintendent of Schools
