Position Overview

Primary Purpose of Position

The

Director of Employee Relations & Equal Employment Opportunity

reports directly to the Associate Vice Chancellor & Chief HR Officer and is responsible for Employee Relations Administration and EEO matters. The Director is responsible for all aspects of employee relations for faculty and staff for N.C. A&T State University.As Director, the incumbent is responsible for developing and managing a campus-wide program of employee relations, grievances, disciplinary actions, and EEO programs and services affecting a variety of employment issues.The Director oversees the university's training related to a variety of employee relations issues, including performance management, conflicts of interest, conflict management, EEO/AA, mediation, ADA, job separation, unemployment, as well as a host of other related programs and services.Working collaboratively with the Executive Director of Employee Engagement & Success, the Director of Employee Relations will interpret and analyze policies and provide educational programming in the areas of Equal Employment Opportunity, recruitment and retention of a diverse workforce, development of employee cultural competency, and development of appropriate and effective services and service delivery systems.The Director will interpret, analyze, and advise on the application of EEO laws and regulations in an employment and academic setting. The Director will also review, monitor and audit searches for faculty and staff to ensure compliance with university, state and federal regulatory and policy requirements.

Minimum Requirements

Education : Master's degree in Human Resources, Labor Relations, Business Administration, Public Administration, or a related field, or a combination of education and experience equivalent to an advanced degree.

Experience : Minimum of 7-10 years of progressively responsible experience in employee relations, equal employment opportunity (EEO), or related human resources roles, preferably in a higher education or complex organizational environment.

Leadership : Demonstrated experience managing a team of HR professionals, particularly in employee relations or EEO, including performance management, mentorship, and development.

Technical Knowledge : In-depth knowledge of EEO laws, regulations, and compliance requirements, including Title VII, ADA, ADEA, and other federal and state laws, with experience applying these in the workplace.

Investigative Skills : Proficiency in conducting thorough, impartial investigations of discrimination, harassment, and other employee complaints while ensuring confidentiality, documentation, and reporting.

Collaboration and Communication : Strong interpersonal, presentation and communication skills to effectively interact with senior administration, faculty, staff, and external agencies, providing guidance on complex employee relations matters.

Policy Interpretation and Compliance : Experience interpreting and implementing organizational policies and procedures, and ensuring compliance with federal and state requirements.

Project Management : Ability to manage multiple complex projects simultaneously, including reporting and tracking for EEO and Affirmative Action Plans.

Ethics and Integrity : High standard of ethics, with a strong commitment to confidentiality, impartiality, and sound judgment in sensitive matters.

Preference for experience in higher education and NC State government, OSHR, or UNC-System Office. An equivalent combination of education and experience (e.g. bachelor's degree in a related field with 4 years of relevant experience may be substituted). Degrees must be from appropriately accredited institutions.

Preferred Years Experience, Skills, Training, Education

Education : Terminal degree in Human Resources, Organizational Development, Law, or a related field.Certification : Professional certifications such as SHRM-CP, SHRM-SCP, PHR, SPHR, or Certified EEO Professional. Certification as EEODF Instructor.Experience in Higher Education : Prior experience in employee relations, policy management, or compliance roles within a university or public sector setting.Strategic Leadership : Proven experience in developing and executing strategic HR initiatives that align with organizational goals, particularly around employee retention, cultural competency, and organizational change.Experience with External Agency Coordination : Familiarity with collaboration requirements with agencies such as the EEOC, OCR, or state human resources departments.Policy Development and Change Management : Demonstrated success in creating, updating, and implementing employee relations policies that reflect best practices and improve organizational culture.Mediation and Conflict Resolution : Certified or demonstrated expertise in mediation, conflict resolution, or alternative dispute resolution, with experience facilitating formal and informal resolution processes.Data Analysis and Metrics : Competency in developing, analyzing, and reporting on HR metrics, such as employee turnover, diversity, and engagement, to inform organizational planning and strategy.
