Senior Program Manager /Action Officer Job Locations US-OH-Dayton ID 2024-5241 Category Program Management Type Full Time Hours/Week 40 Location : Name Wright Patterson AFB Position Summary Odyssey Systems has an exciting new opportunity for a Action Officer (Congressional Liaison), supporting the Commander's Action Group (AFLCMC/CCX), Wright Patterson AFB, OH. The AFLCMC/CCX mission is to acquire and support war-winning capabilities. Responsibilities Duties include, but not limited to: Provide unique, tailored, and direct support to the AFLCMC Commander and senior leaders on critical legislative issues affecting the Center. Support the Commander and Center staff on matters of Congressional affairs and assist in preparing and providing the Center position for the Secretary of the Air Force and the legislative community. Maintain continuing liaison with the staffs of state and local government officials and Congressional members. Provide support to requests for information and Congressional Inquiry activities. The Contractor shall also assist in drafting formal replies to state and local government agencies, and members of Congress. Analyze Congressional activity through public law, the Congressional record, and other computer databases to identify potential impacts on the AFLCMC (for example, National Defense Authorization Act (NDAA) approvals and funding actions) and coordinate with AFLCMC Mission Support and Execution Directorates on impact statements, papers, or briefings to leadership. The Contractor shall also assist in drafting formal replies to state and local government agencies, and members of Congress. Assist with Congressional visits and analyze visit requirements to determine appropriate briefings, tours, and meetings, and make recommendations on office calls with AFLCMC senior leadership. The Contractor shall assist in orchestrating all aspects of Congressional visits and ensure all necessary coordination is completed by interfacing with other legislative liaisons, appropriate commanders, protocol, Air Staff contacts and Congressional offices as required. Participate in visits by interfacing with visiting Congressional members and/or staff; and shall make real time adjustments during visits to ensure advocacy of AFLCMC programs. The Contractor shall also actively participate in conferences, surveys, meetings, or presentations with elected officials' staff and community organizations in order to pass on pertinent AFLCMC information. Perform duties of an Action Officer; prepare briefings, develop, coordinate, and complete the required analysis on TMT suspense responses, and formulate recommended Courses of Action (COAs) for the Center Command Staff. Respond to taskers rapidly with an all-encompassing approach by performing the following: identify a problem, analyze it, identify COAs and make recommendations suitable for the General Officer/Flag Officer (GOFO) level. The Contractor shall coordinate responses to TMT tasks assigned to AFLCMC Mission Support and Execution Directorates, as assigned by the CAG Chief. Recommend task assignment to Office of Primary Responsibility (OPR) and Office of Coordinating Responsibility (OCR), drive delivery ahead of suspense dates, consolidate OPR/OCR responses, evaluate responses for accuracy and completeness, perform quality control of deliverables, obtain executive level coordination, and submit deliverables on behalf of Center Command Staff. Assist AFLCMC senior leaders in quickly and accurately turning data into usable and actionable output and efficient and effective information communications.
