Director of Certified and Support Personnel

12 Months

REPORTS TO:

Chief of Human Resources

JOB GOAL:

To assist with planning, coordinating, and supervising the operation of the Human Resources Office in such a way as to ensure compliance with state and federal employment laws and to promote the overall efficiency of the school system.

QUALIFICATIONS:

Master's Degree in Administration or Supervision or other Human Resources related program required.

School administrative experience preferred.

Dynamic interpersonal and communication skills.

Strong technology skills.

Strong organizational skills with an ability to multi-task effectively.

Experience in school personnel matters preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of human resource program areas such as employment law, benefits, evaluations, federal regulations/legislation, and personnel management.

Ability to provide leadership and to supervise the planning, development and establishment of new, modified and/or improved personnel programs, services and activities.

Ability to establish and maintain effective working relationships with co-workers and all stakeholders, including but not limited to parents, community leaders, and outside agency representatives.

Knowledge of current literature, trends, and developments in the field of personnel administration.

Must be able to perform a variety of tasks and maintain flexibility in working with others.

DUTIES AND RESPONSIBILITIES:

Assist the Chief of Human Resources in planning, directing and implementing certified personnel and support personnel programs.

Interview applicants, review application documents, check references, process criminal history checks for applicants and make final offers of employment for certified and support personnel.

Utilizing the established hiring process, ensure all certified staff hold the appropriate required license for the licensed position held.

Oversee and supervise the hiring team for certified and support personnel.

Attend hearings/meetings related to certified and support personnel matters such as unemployment hearings and personnel reviews.

Collaborate with the Beginning Teacher Support Team for the purpose of ensuring newly hired teachers receive district orientation, practices, and policies.

Manage Human Resources database systems (Applicant Tracking, LINQ, Red Rover) for the purpose of ensuring systems are functioning, providing accurate information, and performing the intended service.

Keep the Chief of Human Resources informed of pertinent certified personnel developments and events, and seek counsel or decisions as necessary.

Interpret federal, state and local personnel/human resources policies, programs, and procedures to a variety of audiences.

Assist principals in handling certified and support personnel matters.

Assist in recruitment, retention, transfers, employee incentives.

Maintain current and accurate postings for certified and support personnel employment.

Assist the Chief of Human Resources in creating and updating job descriptions for certified and support personnel.

Maintain accuracy of certified and support personnel staff assignments through daily maintenance and periodic quality checks of school and department organizations.

Assist certified and support personnel employees with personnel matters.

Conduct school visits as needed.

Participate as a contributing member of the Human Resources Department.

Manage the loan forgiveness employment verification for current and previous employees.

Attend job fairs and other recruitment related events for the purpose of recruiting new hires.

Complete other duties as assigned.

PHYSICAL REQUIREMENTS:

Ability to communicate effectively in written and oral forms.

Ability to speak before groups of people with poise, voice control and confidence.

Must be able to physically perform the basic life operational functions of fingering, grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.

SPECIAL REQUIREMENTS:

Must possess a valid North Carolina driver’s license.

Strong interpersonal relationships with students, staff and parents.

Ability to communicate effectively in written and oral forms.

Ability to develop and compile a variety of records and reports.
