Summary This position is located in the Sector Operations Division, Department of Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to SES/SL, MCC uses a pay banded system to compensate employees. This position is MCC pay band 2D which is generally equal to SES/SL in pay only. Responsibilities As Practice Leader and Senior Director, serves as a member of the management team by supervising the Program Acquisition & Assistance (PAA) Practice Group and providing intellectual and technical leadership over MCC's programs, policies, and practices for the compact Procurement functions. Provides leadership, strategic guidance, and oversight over the execution of MCC's program procurement guidelines across the portfolio. The Practice Leader and Senior Director: Defines and develops MCC's approach to international public procurement procedures and functions with partner countries. Serves as a recognized expert and senior advisor to MCC leaders on issues related to international public procurement. Defines best practices, templates, procurement management tools and approaches, and other guidance to be applied across MCC disciplines. Leads MCC's procurement outreach efforts with the private sector, including organizing events, industry days, target marketing, and building relationships with private sector firms and other US government agencies. Formulates and recommends plans to improve policies, practices, methods, and organizational operations related to international public procurement. Incorporates industry trends such as sustainable procurement and Artificial Intelligence related to the subject matter of international public procurement into ongoing programs and initiatives. Represents MCC in external forums vis-à-vis technical discussions, deliberations, and other knowledge management activities concerning areas of expertise. Coordinates and consults with other donors and research providers to keep abreast of best practices and trends. Manages teams of professional experts and coordinates and interacts with a variety of stakeholders at different managerial levels Exercises technical and administrative supervision of subordinates. Ensures a continuing affirmative application of MCC policies concerning equal opportunity. Performs related duties as assigned. Requirements Conditions of Employment Qualifications Applicants must meet the following basic requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. To qualify for MCC Pay Band 2D, applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: applying international contracting and procurement laws, policies and regulations in a developing country context; providing expert guidance and advice on issues related to international public procurement guidelines, systems, policies, procedures, and practices; responding to and addressing technical inquiries, disputes, etc. on procurement program activities; representing the agency in external forums vis-à-vis technical discussions, deliberations, and other knowledge management activities concerning areas of expertise; managing teams and directing and supervising the activities of subordinate staff and/or consultants; and communicating both orally and in writing, clearly, concisely, and with technical accuracy. Education Additional Information RECRUITMENT/RELOCATION BONUS may be authorized for this position. Selected individual will be required to a sign service agreement prior to receiving any bonus payments. If you are a current federal employee this position may authorize a one-time Relocation bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments. Selectee may qualify for credit toward annual leave accrual, based on prior work experience. The position may be filled by reassignment, change to lower level, transfer, appointment, or reinstatement. Management may use any one or any combination of these methods to fill the position.
