Summary You will serve as a Human Resources Specialist in the Human Resources Office of NAVAL WAR COLLEGE. Responsibilities You will advise managers and supervisors on merit principles, recruitment sources, affirmative recruitment, and various staffing methods to use in attracting and selecting candidates for positions involving a high degree of complexity. You will research the qualifications and skills needed to conduct job analyses and assist managers with composing criteria to evaluate candidates. You will compare position duties, responsibilities, and associated factors with position classification standards for the purpose of determining the proper classification. You will utilize a practical knowledge of the capabilities, facilities, and mission of the command to perform special projects or work on Human Resources Programs with responsibilities relative to HR functions. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising managers and supervisors on merit principles, recruitment sources, affirmative recruitment and various staffing methods to use in attracting and selecting candidates for Title 5 and Title 10 positions; 2) Advising managers and supervisors on position structuring and position classification for a variety of GS, FWS, and Administratively Determined positions; and 3) Providing guidance on merit system principles, prohibited personnel practices, the development and use of appropriate selection criteria and other approaches that may help in staffing the organization. NOTE: This experience must be demonstrated within your resume. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing a full range of Human Resources Staffing services to both internal and external recruitment and placement actions that are routine and complex in nature; 2) Conducting position analysis by comparing position duties and responsibilities with position classification standards to determine the proper title, occupational series, and grade level and writes factor evaluation statements; and 3) Advising Hiring Managers on different recruitment methods and strategies.
