Procurement ManagerJob Summary:The Procurement Manager is responsible for the planning, coordinating, and supervising of all procurement activities in accordance with FAR/DFAR, Public Laws and internal Policies and Procedures. Manage a team of Procurement Buyers and ensures efficient and cost-effective operation, evaluating Supplier performance, including solicitations and daily procurement transactions within the Procurement department in Iraq.Duties and Responsibilities:Ensure proper knowledge management within the teamMaintains local and regional supplier relationships to ensure the procurement of materials and services are supporting project requirementsEngage end users to work through defining requirements to minimize delays within the procurement processRequires the understanding of the procurement system to include purchasing and managing inventory, record keeping, contract negotiations, and the assessment of financial performance of products.Responsible for ensuring competition on all procurements, and if competition is unavailable, must be able to provide adequate justification as to why competition is not possible.Responsible for ensuring that all purchases are the best value and that prices are fair and reasonable.Work closely with Quality Management (QA) to improve procurement processes and proceduresDevelop and manage methods to evaluate the performance of all approved SuppliersDrive business productivity metrics affected by sourcing activities, identify areas of improvement to reduce cost to the contractCollaborate with Finance to resolve any outstanding invoicing/payable issuesProvide executive level briefings to Senior ManagementRecruit and retain top talent within the workforce to the highest levelComplete all training requirements within the defined deadlinesDevelop and execute a plan of action startup, transition, or demobilize the departmentFacilitate structure meetings/conference with designated suppliersResponsible for the management of various Blanket Purchase Order Agreements (BPA) and Indefinite Delivery / Indefinite Quantity Contracts (IDIQ)QUALIFICATIONSBachelor's degree in supply chain management, logistics, or business administrationFive or more years relevant procurement experience in a government contract environmentKnowledge of acquisition planning, negotiations and agreement/contract administrationMust have a general understanding of the FAR/DFAR, procurement standards and principals of Supply Chain ManagementAbility to handle several projects simultaneously and drive projects to completionProficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)Must possess ability to publicly speak and participate in various meetings and conferencesAbility to establish and maintain positive working relationships with various departments and staffMust be able to develop standard operating procedures (SOP) and train staff on DFAR/FAR and internal Procurement Policies and ProceduresPreferred Qualifications:Preferred experience within in Maximo or similar platform systemPHYSICAL REQUIREMENTS AND WORK CONDITIONSWork is located in Iraq.Work is normally performed in a typical interior/office work environment.Work involves sitting and standing for prolonged periods of time.Individual may be required to work non-standard schedule to effectively manage activities and communicate requirements in forward operating location(s), suppliers etc.Acuity International is an equal opportunity/affirmative action employer.
