Summary About the Position: Position provides expertise of military personnel practices and programs in support of the organization's personnel management and mission requirements. Position is in Human Resources Command (HRC, Enlisted Personnel Management Directorate (EPMD), at Fort Knox, Kentucky. Responsibilities Serve as System Analyst/Manager with responsibility for operation, maintenance and management of the automated system for QMP, retirements and separations. Provide advice and guidance to administrative and military personnel office staff on the operation and capabilities available through the system(s). Initiate and document policies and procedures for use, updates and maintains new applications and programs following established guidelines and regulations for adoption of policies and procedures. Provide guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action programs to a wide variety of individuals, managers, and key officials. Provide Army Staff and ACOMS/ASCC with enlisted personnel backlog assessment, analysis, and guidance through the monthly Strategic Readiness Update (SRU). Specialized Experience: One year of specialized experience which includes: 1) Managing one or more military personnel action programs; Awards, Promotions, Schools, Assignments, Retirements and Separations, Recruitment and Retention. 2) Providing guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action program(s) to a wide variety of individuals, managers, and key officials. 3) Initiating actions resulting from higher headquarters and/or field inquiries regarding previous actions, past case decisions or other non-routine circumstances. 4)Providing information, data, interpretations, explanations, and/or analysis needed to fully respond to the inquiry. 5) Obtaining information and data from a variety of sources. 6) Compiling and analyzing data to identify trends, deficiencies and accomplishments to prepare reports and/or briefings to inform management of analysis results for use in the decision-making process or for in-progress status information. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Resource Management or Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
