The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by

the last day for filing , the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE AGENCY

Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. The GSA Community strives not only to provide these services but to also facilitate collaborative and innovative approaches in its efforts. While the GSA Community largely focuses on support services for Alameda County departments and other public agencies, the work has a direct impact on the communities. GSA builds structures such as libraries and youth centers that transform communities, provides opportunities for local businesses, and works towards ensuring that County work practices minimize negative impacts to the environment. THE POSITION

Under general direction of the Procurement Administrator, plans, organizes, and directs the work of the Procurement and Contracts Division; manages purchases as required in complex and difficult commodity areas; and performs related work as required.

MINIMUM QUALIFICATIONS

EITHER I:

Experience:

The equivalent of two (2) years of full-time experience in the classification of Business Analyst, Assistant Business Analyst, Procurement and Contracts Supervisor or equivalent or higher-level classification performing professional-level procurement and supervisory related duties.

OR II:

Experience:

The equivalent of eight (8) years of full-time increasingly responsible professional purchasing experience, two (2) years of which must have been in a supervisory capacity supervising staff engaged in procurement duties.

Substitution:

A bachelor's degree from an accredited college or university with major coursework in public or business administration, accounting, finance, marketing, economics, material or supply, chain management or a closely related field may be substituted for four (4) years of the required purchasing experience in pattern II above.

Completion of the Alameda County Management Academy "Management and Supervision Certificate Program" may substitute for six (6) months of the required qualifying experience.

License:

All candidates must possess a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

Principles and practices of purchasing for a large public agency including methods of purchasing by specification and competitive bidding.Organization, personnel management supervision.Laws, regulations, procedures and policies concerning contracts and sales.Characteristics and types of goods and services generally required by a large government organization.Value analysis competitive bidding, workload analysis project management, and ethics.Software computer applications such as Microsoft suite of applications, Adobe and Salesforce, etc.Purchasing and financial systems software for bidding, tracking and managing procurements.Negotiation strategies and techniques.Ability to:

The examination will consist of the following steps:A review of the applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.An oral examination which will be weighted as 100% of the candidate's final examination score. The oral examination may contain situational exercises.
