Senior Contract/Acquisition Analyst
to support a transformational information management program at the Federal Aviation Administration (FAA). In this position, you will serve as the key intermediary between the finance team and the contracts team as they work together to oversee contract modifications, track contract resources and funding status, develop burn rate projections, and process funding requests. This role is pivotal in ensuring the effective management and execution of the FAA's portfolio of support contracts as well as maintaining legal and regulatory compliance.
This is
full-time, hybrid
position - applicants should expect to work two days per week either at the customer site or NIRA headquarters (both in Washington, DC). In-person days and times may be flexible.
Key responsibilities include:
Oversee contract administration, negotiating, creating, and tracking contracts including updating and ensuring completeness of files and closeout activities where necessary, conduct cost/price analysis and drafts contract amendments
Coordinate contract amendments and change orders, monitor contract expiration dates and contract ceilings, labor categories, renewal of option years to meet specific project requirements; ensure compliance with local, state, and federal laws
Develop and maintain contract records to include various modifications, price proposals, contract staffing, burn rate calculations, and reconciliation of records, conduct financial planning, application, tracking and expending of multi-year funding
Review funding documents, mods, prepare funding requests, and complete necessary funding forms, request and track Purchase Requisitions (PRs)
Prepare invoices payment instructions and submit them to the FAA for payment to ensure accuracy of project funds allocation and expenditures
Key Requirements:
Bachelor's degree
from an accredited institution in Business, Economics, Finance, Management, or related discipline
10+
years of relevant management experience (project, contract, and/or financial management)
Expert knowledge of federal procurement regulations/policies
Strong
Microsoft Excel
skills
Excellent oral and written communication skills and superior attention to detail
Ability to work both independently with minimum supervision and collaboratively as a part of a team
Ability to effectively prioritize and execute tasks to meet deadlines
Ability to obtain/maintain a Public Trust clearance
Additional Desired Experience:
Knowledge of Federal Acquisition Regulations (FAR)
Experience with the FAA Acquisition Management System (AMS) or similar federal procurement systems/processes
Contracting Officer's Representative (COR) or similar training/certification
Appropriations Law certification
