Lumen is seeking a Senior Engineer with demonstrated working ability of Outside Plant (OSP), Fiber Characterization (FC) testing/analyzation, Inside Plant (ISP) activities. This person must be able to effectively perform OSP & ISP site surveys, complete full FC testing/analyzation, installs, provision and commission, turnup and test a Packet OTN network. This position will be responsible for a network in support of LUMEN’s Government services. The Main Responsibilities

8+ years in Outside Plant construction techniques 8+ years in completing full FC testing and analysis for the purposes of deploying modern DWDM communication systems. The candidate must be trainable, adaptable and able to work independently as well as within the teams they will be part of. The candidate must have notable experience using OTDR, power meter and CD+PMD test equipment with the ability to analyze the test results, troubleshoot the issue and make recommendations to the field for repairs. The candidate must be able to visualize the components of the fiber under test, the issues found, the repair actions and convey these concepts both in written and verbal form. Must possess very meticulous and mature critical thinking skills and accurate mathematic skills as well as professional written and verbal communication skills. Have the ability to understand and manipulate FC test results, apply the proper test parameters and thresholds to populate customer deliverable packages for submittal. 8+ years Provisioning and Commissioning P-OTN systems Perform survey work, schedule planning and implementation, quality control of construction and as-built drawings, review construction inspection reports and redline changes. Directly interfaces with Government customers, vendors, subcontractors, and other company groups Produces Engineering Design Packages (EDPs) for ISP or OSP installations Write SOWs, Method of Procedures (MOPs), test and acceptance plans using corporate standards, best commercial practices and customer site standards The ability to design site cable tray systems, cable paths and conveyances Understanding or an aptitude to learn how to develop estimates for project schedules and budget Conducts surveys to determine ISP or OSP build requirements for incorporation in proposals Provides engineering assistance for ISP and OSP installation teams Understands and adheres to Federal, customer site and company policies and practices Performs testing of DS-3 through OC-768 as well as ethernet bandwidth circuits using Bit Error Rate Testers. Understanding RFC testing requirements Updates network drawings using MS Visio and other software-based applications What We Look For in a Candidate

OTDR test analysis - post testing analysis of .sor or .trc files. Field experience working with fiber splicing, installing optical network elements, installing optical circuits. Strong MS Office applications, databasing and Visio software experience. Proficient in electronic file management. Professional written & verbal communication skills. Highly professional and motivated. Proven results in building strong peer-level relationships. Ability to perform a wide spectrum of assignments requiring alternative analysis, innovation and judgment based on standards. Assumes responsibility for contributing to the success of major or multiple projects and is periodically called upon to make decisions. Physical Requirements

BS in Telecommunications or equivalent work experience (8 years experience in telecommunications O&M, installation, and engineering) Experience reviewing and analyzing solicitation documents and developing solutions Experience with optical equipment, SONET and wavelength division multiplexing Knowledge of optical dispersion and experience with dispersion testing Knowledge of Lucent, Ciena/Nortel, Infinera and Cisco equipment desirable Ability to redline as-built drawings and update and create Engineering Design Packages (EDPs) Ability to present customer information on project status in various forms such as MS Power Point briefings and MS Project schedules Knowledge of telecommunications installations standards required Knowledge of telecommunications test equipment, operation, procedures, and practices Security Requirements

Must be able to obtain and/or maintain eligibility requirements for access to government classified information up to the TS-SCI (applicants selected will be subjected to a government security investigation for initial clearance) Other Requirements

Must have a valid driver’s license and a clean driving record Up to 75% travel may be required depending on project load Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications. Location Based Pay Ranges

Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors. This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
