Position Summary Under the direction of the Dean of Student Support Programs, the Project Director (X) for TRIO Educational Talent Search (ETS) will be responsible for the leadership of the three ETS grants for the Natomas, San Juan, and Center Unified School Districts consistent with college policies, the objectives, standards of the U.S. Department of Education guidelines for TRIO ETS, and federal regulations governing grant programs. The Project Director (X) for TRIO ETS is responsible for the planning development, and administration of a comprehensive academic support program to increase the retention and graduation rates of eligible participants (low-income students, first generation students, students with disabilities, and students with academic need from feeder high schools and middle schools within the American River College service area). The director will work in collaboration with college staff, faculty, research analysts, instructional and student services areas, and college administrators, as well as high school and middle school leaders, to ensure the success of students participating in the program. The department maintains a focus on: Cultural awareness, support for diversity, and the development of a culturally competent and inclusive college community. Trends and challenges facing community college students. Academic support and retention program design, development, implementation, and evaluation. Outreach, recruitment, and retention of post-secondary non-traditional students. Partnerships with feeder middle school and high schools within the American River College service area. Typical Duties Typical duties may include, but are not limited to: LEADERSHIP / COORDINATION Serve as grant administrator providing leadership; planning, organizing, directing, evaluating, supervising, and coordinating the TRIO Educational Talent Search programs in assurance of meeting federal guidelines and supporting the College's mission for access and equity. Developing program budgets, overseeing budget expenditures and the establishment of systems, collection of data, and maintenance of records necessary for budget audit trails, project evaluation, and to meet college, district, state and federal reporting requirements. Developing and coordinating the implementation of objectives to accomplish operational plans and program goals in full compliance with all applicable federal regulations and requirements. Planning, organizing, coordinating, and directing program activities, workshops and events, and conferences. Coordinating activities designed to promote program recruitment efforts. Overseeing the recruitment and selection of project participants. Overseeing program facilities within a space shared with other student services and programs at the college, in the high schools, and the middle schools. COLLABORATION / TEAM BUILDING Representing the program at feeder high schools and middle schools, other colleges and universities as well as other organizational meetings. Attending appropriate conferences, workshops, and training sessions, as well as staff and committee meetings as directed. Developing and maintaining collaborative working relationships with instructional areas, college staff, outreach centers, feeder high schools and middle schools, neighboring colleges, and community resource agencies. Leading program marketing and public relations activities, articulating through promotional materials, the purpose and intent of the three TRIO ETS programs in the community and across the District. PROJECT DOCUMENTATION / DELIVERABLES Monitoring the progress of students and coordinating activities designed to assist students entering the program to successfully pursue their educational goals. Tracking student contacts to monitor services required. Monitoring student files and case management. Ensuring participant record-keeping is in compliance with federal confidentiality and privacy regulations. Evaluating the needs, interests, abilities, achievements, and aptitudes of program participants. Overseeing qualitative and quantitative data collection and analysis and program evaluation. Providing data for institutional research. Performing follow-up studies and evaluations of program services. Preparing reports for the U.S. Department of Education as requested and required. Compiling, completing, and submitting the Annual Program Report (APR). Communicating program updates and changes within the standards of U.S. Department of Education regulations. Interpreting program regulations. TRAINING / STAFF DEVELOPMENT Developing, organizing, and supervising program related workshops, forums, conferences, orientations, and events. Informing students, staff, and the community about the TRIO ETS programs. Serving as a resource person to staff, students, and community. Hiring, training, and overseeing student ambassadors and student workers. Conducting training sessions and workshops for peer assistants, student ambassadors, and student workers. Making recommendations to assist the college in fulfilling its obligation to students. Explaining college and program policies and procedures. Providing information and referrals to students. Performing other duties as assigned. Minimum Qualifications Have a master's degree from an accredited institution completed by the time of application submission. Have one year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
